OBJECTIVES OF THE PROGRAMME :
Reducing the burden of communicable diseases, including HIV/AIDS, hepatitis, tuberculosis, malaria, neglected tropical diseases and Protection of the Human Environment.

Description of duties:
The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda:

- To provide technical support to Member States for the development/adaptation and implementation of hepatitis prevention and case management policies, strategies and guidelines surveillance, monitoring and evaluation protocols and guidelines.

- To strengthen countries capacity in the development/strengthening and testing of effective methods for data collection to ensure the use of standard quality assured data in the field of hepatitis epidemiology, prevention and case management.

- To serve as focal point for community-based adherence and support, including but not limited to providing advice and guidance on issues related to hepatitis prevention and case management; critically reviewing, analyzing and using evidence-based data for policy formulation and promote research to improve availability of hepatitis prevention, testing and case management tools, interventions and approaches.

- To develop and update norms and standards related to hepatitis epidemiology, prevention and case management activities, providing expertise and developing/revising guidelines; proactively facilitating the implementation of norms and standards for the monitoring and evaluation of hepatitis prevention and case management activities and interventions, including but not limited to giving technical expertise and advice to Member States and partners, regional and sub-regional.

- To encourage close collaboration and cross-cutting activities at the regional and country levels, to promote information-sharing through video-conferencing, informal consultations and, as required, inter-country meetings, and ensuring regular reporting on the situation of hepatitis prevention and case management in the African Region, by developing/collaborating to the development and maintenance of up-to-date regional and national databases on the epidemiology, prevention and case management of Hepatitis.

- Within the delegated authority, to work in partnership with development partners, including contributing expertise and technical information consistent with the needs for shared knowledge on hepatitis epidemiology, prevention and case management, with particular attention to progress, outcomes and constraints, information-sharing on hepatitis prevention and case management.

- To collaborate as well as provide advice and guidance to countries, on the elaboration and implementation of resource mobilization and advocacy strategies, and work with regional and national partners on resource mobilization and advocacy strategies.

- To support the implementation of WHO Resolutions pertaining to hepatitis prevention and case management at the regional and country levels in a proactive manner.

- To support the Team Leader in the development of work plans and budgetary proposals, as required.

- To perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS
Education:
Essential:
Degree in medicine, pharmacy or a related field complemented by specialization or post-graduate qualification in public health, epidemiology and/or internal medicine or infectious diseases.

Desirable:
Post-graduate training in public health programme management; statistics, community health.

Skills:
Demonstrated ability to develop, coordinate and implement norms and standards and plans related to hepatitis prevention and case management, based on epidemiology, results, progress, lessons learnt and gaps. Proven track record in the development and implementation of effective reporting mechanisms and systems for monitoring and evaluation and assessment of progress at the regional and country levels. Sound understanding of global issues and regional epidemiology of hepatitis disease and its impact on population and economics. Excellent communication and presentation skills with ability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts. Sound track record on resource mobilization and advocacy. Proven interpersonal skills with ability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics. Diplomacy, tact and courtesy.

Experience:
Essential:
At least seven years' practical experience in the field of work at the national and/or international levels in hepatitis prevention and case management activities/infectious diseases complemented by experience in policy and strategy formulation, policy planning and policy as well as facilitating consultations.

Desirable:
Experience in epidemiology, research and analysis, and/or the development of training tools and databases for monitoring and evaluation purpose.

Languages:
Excellent knowledge of English and/or French with a good working knowledge of the other.Knowledge of Portuguese is an advantage.

Additional Information:
WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel (for international positions only), education grant for dependent children (for international positions only), pension plan and medical insurance.

Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

Annual salary: (Net of tax)
USD 70647 at single rate
USD 70647 with primary dependants
Post Adjustment: 49.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
