OBJECTIVES OF THE PROGRAMME :
The objectives of the Malaria Programme in the African Region are to reduce mortality due to malaria;
reduce malaria morbidity; maintain malaria free areas; expand areas where malaria is controlled and
reduce the adverse health and socio-economic consequences due to malaria.

Description of duties:
1. Provide technical support to countries in planning and implementation of the project activities that are designed to achieve the project objectives and deliverables.
2. Monitor the implementation of the DFID project work - plan, including the budget, award and expenditures.
3. Supervise and monitor the implementation of national action plans in collaboration with the national project focal person in each of the targeted countries.
4. Ensure the timely reporting on activities and deliverables to DFID.
5. Assess the financial performance of the project on a regular basis; prepare reports (quarterly and annual) and other documents related to the project and funding levels in line with the project agreement with the donor.
6. Identify operations, administrative and other constraints which may affect project implementation and propose solutions to improve quality, timeliness, and cost effectiveness; including ensuring that technical and financial matters are handle appropriately during and at the end of the project.
7. Coordinate the implementation of the project at the regional level in collaboration with the ISTs, WCOs, and other clusters such as in the Health Systems Strengthening (HSS) and World Health Organization Emergency Clusters that are involved in the project implementation.
8. Coordinate the financial and administrative operations encompassing quality control, monitoring and clearance, financial accounting and reporting, work-plan and award management.
9. Serve as the focal person to work with collaborative partners such as LINK and other relevant stakeholders to enhance collaboration and endeavor to align activities in order to increase the effectiveness of the project.
10. To perform other related responsibilities as assigned.

REQUIRED QUALIFICATIONS
Education:
Essential:
Degree in medicine, epidemiology, medical statistics, public health or relevant field with post graduate qualification in tropical infectious diseases, health policy analysis, applied parasitology or medical entomology.

Desirable:
Training in disease surveillance, planning, monitoring and evaluation, health policy analysis, or management of health programmes.

Skills:
1. Possesses technical knowledge and skills in the area of malaria prevention and control including global/regional strategies.
2. Proven ability and experience to provide technical support to countries for the development and evaluation of systems, policies, strategies, guidelines and tools for malaria control and/or elimination.
3. Demonstrate knowledge and skills in project design, planning, implementation, monitoring and evaluation.
4. Experience in supporting capacity development activities such as training of health workers in developing countries.
5. Develops innovative approaches and creativity, follows policies and procedures and completes work in a timely manner.
6. Able to manage competing demands deals with frequent change or unexpected events.
7. Excellent communication skills with the ability to write in a clear and concise manner and give expert technical advice and guidance.
8. Proven interpersonal skills with the ability to promote consensus, communicate progress and results in professional manner.
9. Ability to work in an international/multicultural environment.

Experience:
Essential:
At least 5 years of experience at national and/or international levels in managing and coordinating disease surveillance, monitoring and evaluation. Sound knowledge of malaria related policies, strategies, guidelines and public health interventions. Facilitating consultations and consensus building with multiple stakeholders.

Desirable:
Experience in managing/organizing public services and working with international organizations.

Languages:
Excellent knowledge of English or French or Portuguese and a good working knowledge of at least one of the two other languages.

Additional Information:
WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel (for international positions only), education grant for dependent children (for international positions only), pension plan and medical insurance.

Mobility (for international positions only):
Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

Annual salary: (Net of tax)
USD 57379 at single rate
USD 61470 with primary dependants
Post Adjustment: 49.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
