OBJECTIVES OF THE PROGRAMME :
The objectives of the Human Resources Unit is to carry out in an efficient and timely manner, all human resources activities for the WHO Regional Office for Africa and 47 countries in the African region, including position management, recruitment, contract administration, policy formulation and staff development and to provide advice on personnel matters to senior management and approximately 2600 fixed and short term staff members in the region.

Description of duties:
Reporting to the Regional Human Resources Manager, the HR Specialist, Administrative Law will provide legal and policy advice on HR and administrative matters in order to ensure the consistent and equitable application of the Organization's human resources policies, procedures and activities. The HR Specialist, will liaise with managers in AFRO and with the Human Resources Divisions' Policy and Legal teams.

1. Oversee the process of Administrative Review including preparation of the Organization's response. In this area of responsibility, the incumbent considers and advises on the applicability of legal precedents and analyses relevant Staff Rules and Regulations to determine their applicability. The incumbent will review complex issues to determine compliance by the Organization to its rules and procedures, mitigating the risks and benefits to the Organization in pursuing alternative mechanisms for the settlement of issues. He/she will provide guidance for the resolution of claims, representing the Organization in negotiations with staff members or their representatives with a view to resolving issues under review.

2. Provide guidance on legally sound courses of action with regard to the implementation and application of the Organization's Staff Regulations and Staff Rules and related human resources policies and procedures, in cases which are of a complex or sensitive nature, or where often there are no precedents across the three levels of the Organization. Contributes to the development and revision of Staff Regulations and Staff Rules, eManual provisions and other information or regulatory tools, in order to reflect changes in the Organization's statutory and policy framework.

3. Contribute to other areas of human resources management such as providing advice on performance management issues and Business process improvements, etc..

4. Any other project of tasks assigned by the Regional HR Manager.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in law, Human Resources Management or Industrial Relations

Desirable: Advanced degree in Public International law or Administrative Law.

Skills:
Knowledge of the general principles of law, and their unique application in international organizations; ability to instil confidence, negotiate, and persuade both senior management and staff; analytical skills, effective communication skills to present information clearly and logically (including legal issues and impacts of policies to non-lawyers) orally and in writing; ability to develop innovative solutions which are fair to staff and support managerial responsibilities, interpersonal skills to work with people across the Organization, including in the regions; tact and high degree of discretion and confidentiality; ability to provide leadership and also work in team settings. Knowledge of personnel management theories and principles of staff management an advantage. Knowledge of WHO's internal justice system is an asset.

Other Skills (e.g. IT):
Sound knowledge of computer applications. Knowledge of automated personnel systems.

Experience:
Essential: At least seven years of progressive experience in Staff Relations management. Experience in the application of legal principles and concepts, and in the analysis and application of rules and regulations.

Desirable: Experience in human resources management.

Languages:
Excellent knowledge of English or French and a good working knowledge of the other.

Additional Information:
WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment (for international positions only) which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel (for international positions only), education grant for dependent children (for international positions only), pension plan and medical insurance.

Mobility (for international positions only):
Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty.

Annual salary: (Net of tax)
USD 69032 at single rate
USD 74130 with primary dependants
Post Adjustment: 49.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
