OBJECTIVES OF THE PROGRAMME :
- Eradication of Poliomyelitis from Somalia through routine supplementary immunization activities (SIAs);
- Maintaining high quality Acute Flaccid Paralysis (AFP) Surveillance system;
- To reduce morbidity and mortality from other Expanded Program on Immunization (EPI) target diseases.
Description of duties:
Purpose of the Post:
To provide operation and program support for the implementation of the Polio outbreak response in Somalia by maintaining high quality Logistical and Operational support to the Polio program and help the country regain its Wild Polio Virus (WPV) free status.

Organizational Context:
As part of the WHO/UNICEF EPI/PEI team and under the direct supervision of the Polio Medical Officer and the overall guidance of the WHO Representative, the incumbent will be responsible, for following up on program operational activities in an efficiently most cost effectively way including adequate monitoring and supervision.

Summary of Assigned Duties:
The incumbent will perform the following duties:
1. Manage the timely collection, transportation and dispatch of polio stool samples and other samples coming from Somalia to the designated laboratory in Nairobi or elsewhere in line with SOP or guidelines to maintain samples. Be responsible for reuse and dispatching of cleaned stool carriers back to the field.
2. Plan, oversee, manage and coordinate the polio supply chain by following-up on vaccines, vitamin A as well as the supplies and equipment needed for the polio campaigns ensuring timely distribution to the regions.
3. Oversee duty travel logistics for national staff and contractors within Somalia as well as cargo to and within Somalia or other destination. Track timely custom clearance and dispatch of cargo to and from Somalia.
4. Ensure the process of procurement of goods and services comply with the WHO policy and regulations and provide monitoring and evaluation reports as and when requested.
5. Deploy and supervise asset management, equipment maintenance in Mogadishu and sub offices by managing and implementing disposal or placement of organization's assets as per WHO policy.
6. Ensure timely update of polio inventory database as well as timely submission of reports to the field and the regional office.
7. Manage WHO vehicle fleet maintenance including insurance, utilization, maintenance and monitor logbooks.
8. Provide advice to zones, in close coordination with the Medical Officer on office operations/ logistics, security related matters and staff missions facilitation.
9. Liaise and coordinate with UN DSS and other UN agencies security focal persons to facilitate program missions and implementation and staff safety.
10. Contribute to the setup of offices and polio room operations in zones and participates in district staff recruitments process.
11. Oversee the immigration processes and security clearances issuance for international staff and field-based national staff frequently travelling to Kenya/Somalia according to rights and privileges of the host country.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in business, public administration, finance, economics or a related field or equivalent professional training.

- The incumbent must exercise tact and skill in handling financial and administrative problems.
- Very good ability to maintain good working relationships with government authorities and officials from donors, host government, and other participating institutions.
- Mature judgment, strong technical, analytical and conceptual skills; demonstrated ability to assess, analyze, synthesize and provide recommendation on key administrative issues.
- Knowledge of WHO mandate and goals.

Other Skills:
Proficiency in MS Office.
Experience:
Essential: At least one year experience in Logistics and operations of Polio Eradication Initiative (PEI) and Expanded Program on Immunization (EPI) activities in Somalia.

Desirable: Work experience with WHO, other UN agencies or in a large multi-national/international organization.
Languages:
Excellent knowledge of English and a local language.
