OBJECTIVES OF THE PROGRAMME :
The World Health Organization (WHO), Western Pacific Regional Office (WPRO) is committed to supporting the Ombudsman who plays a key role as an informal conflict resolution channel within the Region providing staff members with an additional outlet to voice their grievances informally and confidentially in cases where routine administrative mechanism and approaches do not resolve the situation. Currently, there are two staff members who are acting as Ombudsman that assist staff in finding possible solutions to problems related to conditions of service and various aspects of working conditions and relationships with supervisor and colleague.

To support our Ombudsman, WHO/WPRO is calling for an External Ombudsman Consultant who should available to the WPR Ombudsman at an average of 3 days a month on a retainer basis.
Description of duties:
1. The External Ombudsman Consultant (EOC) supports, guides, and counsels the WPR Ombudsman who will remain to be the first line responders to Ombuds related matters under their own separate Terms of References (TOR).
2. The EOC does not act as an external ombudsman.
3. The EOC's work is done under the strictest confidence. The EOC can only actively participate in confidential cases if the staff members involved agree.
4. The EOC is available to the WPR ombudsman on a retainer basis. If and when support is needed, the Ombudsman can call on the EOC.
5. Support provided by the EOC to the Ombudsman could be in the following areas:
 Counselling, guiding and supporting the Ombudsman when dealing with (complex) cases;
 Providing a reasoned opinion on proposed mediation by the Ombudsman;
 Reviewing cases and proposing a way forward to the Ombudsman;
 Providing training to the Ombudsman;
 Being a knowledge resource on the role of the Ombudsman when there is a need to inform staff and/or management.
6. In exceptional cases, where the issues are complex and time consuming, cases can be escalated by the Ombudsman to the EOC for his/her input. This can only be done after consent from the staff members involved and permission from the Director of Administration and Finance have been received.
7. On a quarterly basis the EOC reports about their activities in a confidential and anonymous way to the Director of Administration and Finance.
REQUIRED QUALIFICATIONS
Education:
Relevant university degree and master's degree.

Experience:
At least 10 years' experience as an Ombudsman or in Ombuds related areas.
Languages:
Written and spoken fluency in English is essential.
Additional Information:
Consultancy is subject to local recruitment and will be filled by persons recruited in the local commuting area of the office.
