The Office of the Director-General provides global direction to the work of the Organization within the overall framework of WHO's Constitution, so as to maximize Organization-wide contribution to the work of Member States in achieving significant gains in health status.
Description of duties:
The incumbent will provide advice and support in two or more of the following areas:
To provide assistance and support to the Management Officer as related to the preparation and monitoring of budget estimates, the financial transactions of the cluster, the accounting, liquidation of encumbrances, and the preparation of documentation for program planning and evaluation activities with specific reference to the GSM.
1.Compute cost estimates such as duty travel, meetings and staff cost estimates as per divisions/program requests; prepare issuance/revision of PATEO information, award distribution and transfer of allocations between appropriate sections/offices; maintain any background, related correspondence and documentation and related computerized cross-reference files prepare summaries of documents and various statements for budget estimates and consolidation, working papers for Governing Bodies, briefing material and reports.
2.Check and clear obligating documents; assist in analyzing payroll reports on overtime; check, enter, tabulate and revise data on own initiative, and, in case of discrepancies, searche relevant background and submit to supervisor;
3.Review supporting documentation, for accounting purposes, obligation and committal documents for the formal establishment of commitments in GSM, ensuring completeness and conformity with WHO Financial regulations Financial Rules, relevant Manual provisions and established accounting/administrative practices;
4.Be responsible for the liquidation of encumbrances, the ongoing review of balances of unliquidated obligations to ascertain availability of funds as related to anticipated charges, the monitoring of the availability of funds to pay salaries across the cluster, and to initiate corrective actions;
5.Review, verify and annotate program planning documents for the attention of the supervisor, schedule and compile the submission from the clusters/divisions/programs related to the programs of work and budget, checking on consistency of language and presentation, and that they are prepared according to instructions; assist in the finalization of the cluster annual work plans, particularly to ensure consistency with the program budget, drawing the responsible officers attention to discrepancies;
6. Guide and/or brief staff at all levels on the GSM and about the information and data required from the divisions/programs and other clusters or sources; searche, collect and summarize information and data on WHO and the clusters policies and priorities; extract quotations on assigned subjects and carries out documentation searches on own initiative or on the basis of broad instructions;
7.Analyse award reports as reported by the GSM system; review with the supervisor and/or reference technical divisions/programs in the cluster as required and initiates corrective action.;
8. Perform other related duties as requested including providing support to periodic monitoring and implementation reviews, providing support to self-evaluation exercises by program, cluster, theme or other area, and assisting in the preparation of documents for external evaluation exercises.

Essentiel: Completion of secondary school or commercial school with a focus on business, administration, finance.

Desirable: Training in accounting or financial management an asset.Training in UN accounting/finance systems is an advantage.

The incumbent uses word processing skills to create, format and print correspondence, documentation and forms; spreadsheet and database programs are used to create spreadsheets and statistics and to verify lists and reports of personnel data and information. Central database maintenance requires the establishment of data files and participants. Work requires maintaining up to date knowledge on any changes to Financial Regulations and Rules as well as standard operating procedures. The incumbent is also expected to maintain computer skills, including skills on the Global Management System, to the standard of the Organization by self-study or in-house training. Proven skills in drafting and editing required.

Essential: At least eight years of relevant experience in administrative positions, with several years of experience in budget and finance. Experience in the use of ERP systems is required. A knowledge of general financial policy theory and procedures.

Desirable: Several years of experience in WHO in an administrative division to have a sound knowledge of its rules, regulations, procedures and practices as related to the work.
