The department of Information Technology and Telecommunications has an operational and strategic role. On the one hand, the department provides relevant, quality, reliable, and cost effective IT services in order for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, establishing and managing projects to address these requirements. The work of the department is categorized under the WHO's programme of Corporate services and enabling functions (Category 6) with specific focus on Effective management and administration established across the organization (6.4). The Enterprise Shared Services (ESS) team is responsible for developing and delivering a strong portfolio of global shared services across the Organization. The team strives to identify opportunities to share and leverage commonalities across WHO offices, leading to shared services and enterprise agreements in the areas of infrastructure, communications, collaboration, productivity, business processes support and information management.
Description of duties:
1. Provide the technical expertise for the implementation, migration and operation of systems (e.g. SharePoint, Exchange, Lync, etc.) underpinning collaboration services, and their integration with Office applications for productivity.

2. Ensure proper functioning, availability and security of above systems.

3. Develop and maintain system documentations and standard operating procedures.

4. Develop, maintain and perform regular tests of recovery plans for these systems.

5. Interface with third party entities (near-shore, offshore, or outsourced) involved in the delivery and operation of collaboration and productivity services.

6. Develop and maintain scripts to automate systems deployment, operations and management.

7. Develop and maintain processes and scripts to automate provisioning and de-provisioning of SharePoint sites, mailboxes, and access authorizations.

8. Provide third-level support for user requests, incident and problem management.

9. Make related contributions to knowledge bases for users and support teams.

10. Provide professional solutions or consulting services to ICT projects, both in HQ and Regional Offices, in the areas of expertise.

11. Stay current on latest technologies, particularly as they relate to development and enhancement of WHO information and communications technology infrastructure, and recommend and implement enhancements and extensions.

12. Perform other duties as assigned by the supervisor.

A first university degree in computer science, engineering, information management, or related discipline.

Microsoft certifications related to one or more of the following: SharePoint, Messaging, Communication and Desktop Infrastructure. ITIL Certifications.

- In-depth knowledge of Microsoft SharePoint, including its integration with Office suite.
- Good knowledge of Microsoft Active Directory, Directory Federation and Exchange.
- Very good knowledge of Microsoft Office 365 hosted services, office applications, and migration processes and tools.
- Exposure to broad range of IT infrastructure technologies, configurations, and services.
- Good knowledge of scripting for systems deployment, operation and maintenance.
- Understanding of network and related services.
- Understanding of systems management, performance tuning and monitoring tools.
- Understanding of software applications management, configuration and automated installations.
- Able to effectively support many systems and users.
- Adaptability and flexibility for working in complex and changing environment and under pressure.

At least 5 years of professional experience, of which at least 2 years should be at the global or international level, in deploying and supporting SharePoint platform for collaboration, and integrating it with Office applications on desktops. Within this experience at least 3 years of proven experience supporting large-scale environments, with large, global user bases, working with teams across geographic and cultural boundaries. Proven experience working with Microsoft Active Directory, Directory Federation and Exchange. Experience developing, documenting and maintaining system documentations and standard operating procedures.

Recent working experience implementing and migrating to Microsoft Office 365 services. Experience supporting a managed desktop environment with Microsoft SCCM. Experience in leading and managing projects with UN or other international or multinational organizations.
Expert knowledge of English is required. Beginners knowledge of French would be an asset.

WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance.

Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.
Annual salary: (Net of tax)
USD 56'766 at single rate
USD 60'813 with primary dependants
Post Adjustment: 89.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
