To contribute to the overall planning and monitoring of WCO Nepal collaborative biennial workplan in line with WHO Global Program of Work, Programme Budget (PB) guidelines and evaluation of policy and support Ministry of Health and Population (MoHP) in policy and planning of health sector programs in context of Universal Health Coverage.
Description of duties:
Under the overall guidance of the WHO Representative to Nepal and close supervision of Medical Officer-Public Health Administrator, the incumbent will perform the following duties:

1 .Assist WHO Representative in coordinating strategic and operational planning, including technical reporting on workplans;
2. Anticipate issues and provide sound work planning advice to WHO Representative on resource deployment options, reinforcing management's capacity to make effective programme delivery choices;
3. Support and advise Policy, Planning and International Cooperation division, MoHP in development and effective implementation of health sector policies, strategy and plans;
4. Support and provide technical assistance to MoHP in the area of health system strengthening epecially in the area of human resources for health, monitoring health trends, and health care finance;
5. Monitor budget ceilings and PB allocations, HR Activity workplan implementation and arrange for programme changes as and when required to ensure smooth implementation of programmes; coordinate with technical team and PPC/SEARO in this regard;
6. Coordinate within UN agencies for regular monitoring and reporting WHO related progress to contribute to UNDAF outcome;
7. Support and advise programme teams in the relevant evaluation of WHO support areas in line with WHO evaluation policy;
8. Carry out any other duties as assigned by WR
Essential: University degree in Medicine
Desirable: Advanced university degree in Medicine or Public health
Functional Skills and Knowledge:
1. Good knowledge of the WHO global program of work and PB guidance for biennial planning, monitoring and evaluations.
2. Broad based knowledge of the country's needs and priorities in various health system strengthening areas and good administrative knowledge of functioning of ministries and other related departments/ agencies.
3. Ability to draft reports/proposals/prepare presentations and proficiency in Microsoft Word, PowerPoint and Excel
4. Ability to work in a multi-cultural environment.

Other Skills (e.g. IT):
Computer literacy: word processing, spreadsheet and presentation software.

Essential: At least 5 years working experience in the area of public health.
Desirable: Professional experience in planning, monitoring, health system strengthening, health care finance, UNDAF development and WHO planning and Monitoring process.
Expert knowledge in Nepali and Excellent knowledge in English.
Additional Information:
Annual salary: (Net of tax)
NPR 25,24,848/- at single rate
