OBJECTIVES OF THE PROGRAMME :
The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, supporting universal health coverage. Its work encompasses the following areas: strengthening of health systems governance for social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; strengthening national health research systems, and promoting the integration of scientific knowledge into health care, health policies, and technical cooperation; and developing human resources for health.
Description of duties:
Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Medicines and Health Technologies (HSS/MT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Contribute to the development of policies, norms, and guidelines with a view to strengthening the Pan American Network for Drug Regulatory Harmonization (PANDRH), and the active participation of National Regulatory Authorities (NRAs) in the Network;
b) Coordinate activities arising from recommendations of the VII PANDRH Conference, and decisions taken by the Steering Committee, in accordance with the four PANDRH strategic objectives:
- Promote effective governance and the active participation and cooperation of the National Regulatory Authorities (NRAs) to promote regulatory convergence and harmonization;
- Define strategies and mechanisms for regulatory convergence and harmonization, and support their dissemination, adoption, and implementation;
- Promote the strengthening of competencies in good regulatory practices and in regulatory sciences.
- Promote the exchange of experiences and regulatory knowledge (including regulatory processes, norms and standards) among the NRAs within the Network and with those outside PANDRH.
c) Provide technical support to PANDRH by acting as Coordinator of the PANDRH Secretariat in all of the network components (Pan American Conferences, Steering Committee and technical working groups);
d) Promote bilateral and/or multilateral relations and agreements for collaboration and cooperation among NRAs by: 1) supporting the development and/or definition of mechanisms and models for cooperation among NRAs, and 2) representing and acting as liaison of the PANDRH in global and interregional initiatives involved in regulatory convergence/harmonization (WHO, ICDRA, APEC, ICH, Alba, IMDRF, among others) in consultation and coordination with the PANDRH Steering Committee;
e) Participate in the development of a regulatory curriculum proposal based on NRAs current needs and context, and a methodology for continuing education of NRA personnel, including definition of a roadmap for the implementation of this proposal that should involve academic institutions, centers of excellence and the support of functional NRAs;
f) Develop an inventory of existing training courses related to regulatory sciences to efficiently leverage existing resources, and assess the feasibility of creating centers for training in Good Regulatory Practice (GRP);
g) Support PANDRH Secretariat in the development of a mechanism for setting priorities and a PANDRH strategy for disseminating and implementing technical normative standards;
h) Elaborate PANDRH communication strategy, including promotion of information exchange and knowledge management within the Regional Platform of Access and Innovation for health technologies (PRAIS);
i) Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in a health science and/or public health, international relations or a related field from a recognized institution.
Desirable: A master's degree in biology or related field, in areas of/or associated with medicine quality assurance, pharmaceutical quality management system or regulatory affairs would be an asset.

Technical Expertise

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset.
Experience:
Essential: Seven years of combined national and international experience working in organizations and institutions in the planning, organization, management and/or evaluation of regulation and quality assurance systems for vaccines and biotechnological products, related to drug regulatory harmonization
Languages:
Very good knowledge of English or Spanish with working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

US$ 56,198.00 at single rate
US$ 60,205.00 with primary dependants
