OBJECTIVES OF THE PROGRAMME :
The Communicable Diseases and Health Analysis Department promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, and elimination of communicable diseases and zoonosis. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision making processes through improved health information coverage, analysis and quality at all levels.
Description of duties:
Under the general supervision of the Center Director, Pan American Foot-and-Mouth Disease Center (PANAFTOSA), and the direct supervision and technical guidance of the Specialist, Diagnosis, Surveillance, and Control of Zoonotic Diseases, the incumbent is responsible for, but not necessarily limited to, the following duties:

a) Provide technical support in laboratory management for the implementation of the technical cooperation agreement with the Conselho Nacional da Pecuaria de Corte (CNPC/Brasil); ensure that the laboratory activities are conducted in accordance with the agreement; prepare technical progress reports;
b) Manage the production of reagents and diagnostic kits produced by the Center, administer, supervise and coordinating the activities, methods and working procedures at the laboratory; streamlining production costs, monitoring all the parameters and their constituent items;
c) Plan, organize implement and evaluate the activities of the production laboratory;
d) Maintain production methodologies updated, ensuring that the Center maintains a leading edge technology in the production of designated diagnostic reagents;
e) Schedule purchases and administrative inventory of raw materials and manufactured products for the adequate functioning of the production line;
f) Participate in the implementation and support the quality control program to conform with standard operating procedures (SOPs); plan and schedule the quality control and preventive maintenance of equipment;
g) Provide and organize technical data for presentations, registration and validation;
h) Implement, and participate in collaborative projects with other national or international institutions in the area of vesicular diseases. Participate in validation and harmonization of methods, particularly those related to enzyme immunoassays, and related biotechnologies for vesicular diseases;
i) Coordinate training programs in Laboratory techniques at the Center and in National Institutions to ensure the transfer of technology to member countries, and guaranteeing the internationally accepted standards of the tests by applying strict internal and external quality control systems;
j) Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A university degree in a health-related science, clinical laboratory science or laboratory science from a recognized institution.

Technical Expertise
- Theoretical and practical knowledge of serology/virology with particular emphasis in vesicular diseases and zoonoses.
- Theoretical and practical knowledge of molecular biology and immunology research and in the planning and execution of animal health and research projects including laboratory management;
- Broad knowledge of principles and recent developments in virological, immunological, biochemical and statistical techniques; production and quality control of reagents and diagnostics kits;
- Skills in the management of laboratory functions; the application of newly developed techniques in virology, molecular biology and immunology to the research of foot-and-mouth disease; principles and application of industrial and biological safety;
- Ability to provide technical cooperation in the application of laboratory methods, vaccine control and research.
- Ability to cooperate and participate in technical cooperation programs and activities related to the surveillance and application of laboratory techniques to viral diseases.
- Ability to manage and coordinate activities in a diagnostic virus laboratory.
- Advocacy and negotiation skills in support of disease prevention and control and resource mobilization.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset
Experience:
Essential: Three years of professional experience in laboratory management functions, supervising and coordinating production of reactive or kits for diagnostic in vitro.
Languages:
Very good knowledge of Portuguese, with a working knowledge of English.
