OBJECTIVES OF THE PROGRAMME :
To ensure the Pan American Health Organization and World Health Organization - PAHO/WHO - country program of technical cooperation on strengthening the national health care system by expanding access to primary health care and its country presence provide adequate support to the national health development process and, at the same time, enable the country of assignment to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country, drawing on PAHO/WHO resources of all levels and parts of the Organization.
Description of duties:
Under the general supervision of the PAHO/WHO Representative and the direct supervision of the Country Office Administrator, the incumbent will be responsible, but not necessarily limited, to the following assigned duties:

Communications and Knowledge Management:
a) Propose and develop communications and knowledge management strategies, in coordination with technical staff, for the strengthening of access to technical and scientific information and dissemination in the country, according to the technical cooperation priorities; promote knowledge sharing initiatives aimed at improving demand for and easy access to technical-scientific knowledge on health by the general public;
b) Develop, implement, coordinate and evaluate the knowledge management and information sharing strategies and activities for the Office, in collaboration with the technical staff; assist in the design and implementation of an integrated management approach of the Office's dissemination, communication and publication policies/guidelines to promote the technical cooperation projects and the production of project-specific technical publications and promotional materials;

c) Collaborate in strategy and program development for communication campaigns of special significance for the Office and the national authorities; identify information requirements and issues and provide timely solutions;
d) Identify opportunities to use existing and emerging online tools to monitor and collect information to support technical staff in gathering evidence-based information for program implementation and policies; review web-metrics reports, provide support and one-to-one training for current and emerging online communication channels;
e) Support and promote the correct and innovative use of the virtual resources and platforms, and the social and institutional networks; develop and maintain a database of professionals who work with Knowledge Management and Communications within the Country Office and at Headquarters and externally with national institutions; identify opportunities for and forges strategic partnerships to improve dialogue and outreach activities to promote the Country Office's program of work;
f) Support national authorities from different sectors in the definition and implementation of programs, strategies for knowledge and information management, transfer and sharing;
g) Provide technical support in the expansion of activities in networks within the public health field, facilitating communication, interprogrammatic work and strengthening the relations with different cooperation partners;
h) Serve as webmaster for the Representation Internet website including the development and maintenance of several complex sites; in consultation with CMU;
i) Participate in inter-programmatic work in order to achieve the maximum levels of efficiency and effectiveness;
j) Perform other related duties as assigned.

Information Technology Systems:
a) Plan, develop, implement and manage information systems, in accordance with the Organization's rules, regulations, policies, standards, procedures and practices for information systems and telecommunications operations;
b) Ensure that the Office's day-to-day infrastructure and telecommunications operations are efficiently and effectively managed to guarantee a consistent level of customer service;
c) Manage and lead projects for the expansion of information systems (IT) services in the Office; prepare technical reports of prospective projects including performing technical cost-benefit analysis in order to propose the best solution to meet the requirements;
d) Establish, disseminate and enforce the methodology of Systems Development and Organizational Management; identify projects and conduct feasibility studies of IT to support compliance with the organization's strategic management systems;
e) Develop and implement business continuity plans for IT, ensure risk mitigation for all IT projects and services; ensure that all servers connected to the network are located in one secure location and are under the appropriate internal controls, including the organization and storage of network documentation, systems, projects and resources;
f) Ensure a backup plan for all data and information that meets the minimum backup requirements as established by policy for Representations;
g) Manage the implementation, maintenance and enhancement of all IT security measures as per Information Technology Services (ITS) and Information Security Officer requirements and recommendations;
h) Ensure the implementation of IT systems or network expansion, as per strategic expansion/development plans led by ITS;
i) Manage the licenses being used at the Office, ensuring that all software being used on the Organization's computers is supported by a current license held by ITS or locally by the Representation;
j) Establish, disseminate and enforce systems development methodologies and assume the Project Manager role for all Information and Communication Technology (ICT) projects in the Representation; ensure that requirements and/or terms of reference for each project are clearly defined and delivered on, risks are identified and mitigated and request for proposal (RFP) processes and procedures are carried out in accordance with the Organization's Procurement Rules and Procedures;
k) Serve as the ITS' focal point in the Office to provide support and inputs;
l) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: A bachelor's degree in information sciences, information management, knowledge management, communications, computer science, engineering or related field from a recognized institution.
Desirable: Training in emerging technologies and methodologies for knowledge management and communication would be an asset.

Technical Expertise
- Theoretical knowledge of the principles and practices of knowledge management and communications, organization, distribution, dissemination, collaboration and refinement of information and "best practices".
- Proven ability to develop and deliver knowledge management programs and/or content management systems and information architecture.
- Knowledge and skills in emerging information and communication technologies for knowledge management sharing and virtual collaboration; skills in electronic/digital library systems and methodologies;
- Demonstrated ability to use a recognized industry project management methodology such as PMI/PMBOK or PRINCE 2; modern process analysis and software development methodologies such as Rational Unified process, Extreme Programming XP and SCRUM.
- Thorough knowledge of concepts, techniques, and methods of configuring, implementing, and maintaining local and wide area voice networks, connectivity and interoperability. Proven technical skills in systems analysis, software development, systems documentation and management of systems development projects.
- Ability to review and accurately evaluate new technology and systems to be used in advancing the objectives defined for information systems, and the ability to translate system requirements into functional systems.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Thorough knowledge of Windows operating systems, Internet Information Services, Web Services, and MS SQL databases and Dot Net. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset.
Experience:
Essential: Three years of professional experience working in the area of information and knowledge management and/or communications projects and/or in the application of management of information processing techniques with a focus on business process analysis and project management.
Desirable: Experience with ICT business continuity planning and information security would be an asset.

Languages:
Very good knowledge of Spanish with a working knowledge of English.
