OBJECTIVES OF THE PROGRAMME :
To contribute to the development, implementation and monitoring of NCD policies, strategies and multisectoral action plans, with special focus on cardiovascular diseases, cancer, diabetes, chronic obstructive pulmonary diseases, oral health and mental health and associated risk factors.
Description of duties:
Under the guidance of WHO Representative to Nepal and day to day supervision of Medical Officer Public Health Administrator, the incumbent will work as National Professional Officer-NCD, in which capacity he/she will perform the following duties:

1.Assist the Ministry of Health & Population (MOHP) of the Government of Nepal (GON) in the implementation of GON/WHO collaborative programmes in the areas of NCD prevention, which includes:
(a) formulating the biennium work plans for GON/WHO collaborative programme in Nepal
(b) assisting MOHP and other partners in developing technical proposals as per workplans;
(c) monitoring, evaluating and reporting on the progress of workplan implementation;
(d)preparing administrative and technical reports;
(e)documenting successful interventions and synthesizing lessons learnt for wider dissemination.

2. Support the development and piloting of innovative approaches that integrate NCD prevention, control, surveillance and management into the national health system;
3. Promote the integration of community based NCD prevention activities into existing outreach initiatives such as community and school based health, nutrition, education and rehabilitation programmes;.
4. Provide technical and convening support to the Ministry of Health for the promotion of a (multisectoral) Health in All Policy approach that focuses on containment of NCD risk factors;
5.Liaise and collaborate with MOHP, other relevant GoN Ministries, National Specialty, Academic and Research Institutions, NGO and CS organizations and institutions who contribute to the prevention and control of chronic diseases of public health importance;
6.Participate and support the participation of GoN representatives in regional meetings, consultations and networks on NCD prevention activities;
7.Promote training programmes aimed at national NCD capacity building;
8.Promote awareness among EDP and identify opportunities for collaboration and resource mobilization;
9.Promote operational research activities on NCD with focus on primary health care and universal health coverage.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Medicine or Dentistry
Desirable: Advanced University degree in medicine, public health or community medicine
Skills:
Functional skills and Knowledge:
Good knowledge of the epidemiology of chronic diseases and their risk factors. Technical and managerial competence in one or several chronic diseases programmes. Broad based knowledge of the country's needs and priorities in various areas of NCD, good administrative knowledge of functioning of ministries and other related departments/agencies. Ability to work in a multi-cultural environment. Ability to draft reports/proposals/prepare presentations and proficiency in Microsoft word, PowerPoint and excel.

Other Skills:
Computer literacy: word processing, spreadsheet and presentation software. Good audio-visual presentation skills
Experience:
Essential: At least two years working experience in the area of public health
Desirable: Professional experience in the development and implementation of health programmes at national level in the area of NCDs, health promotion with either (i) MOHP, (ii) WHO, (iii) Nepal NGOs/Civil Society.
Languages:
Excellent knowledge of Nepali and English
