The Country Analysis and Support (CAS) Unit supports WHO effective presence at country level,including through the collection of data and gathering of intelligence and making policy and strategic proposals for use by the Regional Director in ensuring the improvement of the work of the organization at country level.

Description of duties:
- analyze country office workplans and those of ISTs and the Heath Systems Division,

- extract priority areas linking leadership, partnership and health systems strengthening in countries;

- analyze country office reports in relation to WHO General Programme of Work, AFRO Strategic Directionsand WHO Core Functions;

- identify areas of consistency and gaps in alignment;Analyze the organization and management of WHO country office teams and propose suggestions or new orientations to be provided by the Regional Director;

- Provide normative advice to WHO country teams and ISTs on ensuring effective interface between their leadership and WHO policy and strategic plan;

- To Analyze United Nations Development Assistance Framework (UNDAF) documents for their health systems content and provide support, in conjunction with ISTs, in improving the positioning of the health components of UNDAFs and in WHO collaborative work with UN Country Teams;

- To Follow up on joint work with priority/MDG programmes in the Regional Office in
providing support to country offices in their health systems strengthening activities;

- To Provide technical support to country offices in the process of UNDAF development,

- To ensure appropriate articulation and positioning of WHO leadership;Undertake any other tasks as assigned by the Head of CAS unit or the Regional Director.

Degree in Medicine and post-graduate degree in Public Health.

Knowledgeable in Health Systems Development or Health Policy Analysis.

Proven knowledge of Health systems. Considerable experience in strategy development,
work-planning and evaluation of health systems, especially at the international level. Excellent
inter-personal skills with ability to advice, cooperate and negotiate with WHO country-offices,
ISTs, technical agencies and donors, and to work in a multicultural environment. Ability to write in
a clear and concise manner and to communicate effectively with various target audiences.

7 years experience in the development and monitoring of national health policies and management,monitoring and evaluation of public health programmes, including those with a focus on Health Systems.

Experience in WHO and/or an international organizations/institutions. Experience in the monitoring
of multi-country and multi-partners programmes.

Excellent knowledge of French or English and working knowledge of the other. Knowledge of Portuguese would be an asset.
Annual salary: (Net of tax)
USD 67611 at single rate
USD 72605 with primary dependants
Post Adjustment: 74.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
