OBJECTIVES OF THE PROGRAMME :
One of the main goals of the Influenza and Other Respiratory Pathogens Programme (IRP) is to strengthen pandemic preparedness in the Region and globally through implementation of the Pandemic Influenza Preparedness Framework for the sharing of influenza viruses and access to vaccines and other benefits (PIP Framework), an international arrangement adopted by the World Health Assembly in May 2011 to improve global pandemic influenza preparedness and response (See http://www.who.int/influenza/pip/en/).

Purpose of the Post:
The purpose of the post is to coordinate and monitor the implementation of activities of the Pandemic Influenza Preparedness Framework for the sharing of influenza viruses and access to vaccines and other benefits (PIP Framework).
Description of duties:
Under the guidance and supervision of the Program Manager of the Influenza & Other Respiratory Pathogens Program, the incumbent will assist countries in the area of pandemic preparedness by providing input and advice to the implementation of activities under the PIP Framework as described in the PIP Partnership Contribution (PC) Implementation Plan, and across all Outcomes and Outputs. Specifically, the incumbent will:

Provide input and advice to the development of Regional and Country (maximum 6) PIP PC work plans, activities and budget
  • Provide technical advice for development of country specific work plans and budgets. Work with countries to ensure plans are achievable and realistic,
  • Provide input on indicators for monitoring progress towards project goals;
Provide coordination support to Regional and Country implementation of PIP PC activities
  • Liaise with technical focal points implementing PC activities at the regional level and country level for Lab & Surveillance (L&S), influenza disease burden, regulatory capacity building, vaccine deployment and risk communications to ensure implementation as planned;
  • Support the organization of meetings to launch activities and participate in regional and national level discussions as needed.
Monitor all regional and country, technical and financial, implementation of PIP PC activities in the area of L&S
  • Regularly monitor technical implementation of activities and progress against indicators, providing recommendations for course corrections as needed.
  • Generate technical and financial progress reports on implementation of all PIP PC L&S activities in the region and its countries, using pre-defined global indicators of success.
  • Ensure timely submission of technical and financial reports to the PIP Secretariat.
  • Participate in coordination meetings as needed.
Draft quarterly reports on implementation of PIP PC L&S work plans to monitor the implementation of PIP PC L&S work plans.

Support IRP Program Manager in liaison with PIP Secretariat, including conference calls, meeting attendance and ad-hoc issue resolution.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in a health-related field or business administration or management. Training in project management.
Desirable: Training in pandemic preparedness.
Skills:
Functional skills and knowledge:
  • Demonstrated knowledge of influenza/pandemic preparedness planning issues in national and international contexts.
  • Excellent communication and facilitation skills to integrate planning and monitoring across Headquarters, Regional and Country offices.
  • Excellent organizational and analytical skills, complemented by good interpersonal and presentation skills.
  • Effective writing of technical documents and high level of computer literacy in Word, Excel, presentation software.

  1. Producing results: Produces results against indicators and within agreed timelines. Independently trouble-shoots and seeks solutions to problems; knows when to seek support. Excellent organizational and analytical skills.

Communicating in a credible and effective way: Excellent communication skills to communicate the aims of the PIP Framework to Member States experts and to facilitate integrated planning and monitoring across Headquarters, Regional and Country offices. Effective writing of technical documents, complemented by good presentation skills.
  3. Fostering integration and teamwork: Shares relevant information with persons involved in the project and keeps them informed. Engages people to contribute to the project. Good interpersonal skills.
Experience:
Essential: Five years experience in project management in a health related field, notably monitoring financial and technical resources, and developing and implementing work plans. At least two years experience in the area of pandemic preparedness or health security at the international level.
Desirable: Experience in WHO or the UN system.
Languages:
Essential: Expert knowledge of English and intermediate knowledge of another official WHO and/or EURO official language.

Annual salary: (Net of tax)
USD 56,198 at single rate
USD 60,205 with primary dependants
Post Adjustment: 81 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
