The objectives of the programme are to take forward the agenda related to the equitable management of Noncommunicable Diseases (NCDs) by: (i) providing strategic leadership, engaging in partnerships where joint action is needed; (ii) shaping the research agenda and stimulating the generation, translation and dissemination of valuable knowledge; (iii) setting norms and standards and promoting and monitoring their implementation; (iv) articulating ethical and evidence-based policy options; (v) providing technical support, catalysing change, and building sustainable institutional capacity; and (vi) monitoring the health situation and assessing health trends.

The purpose of the programme is to support delivery of the Global Action Plan for the Prevention and Control of NCDs and the Comprehensive Global Monitoring Framework, and the Voluntary Global Targets for the Prevention and Control of Noncommunicable Diseases. The programme should have the principle of health equity at its heart and have a focus on strong and effective health systems to deliver universal coverage.
Description of duties:
1. Participate in the development of the department's strategic planning, management, monitoring and evaluation.
2. Effectively manage and direct the team working on the management of cardiovascular disease, cancer, respiratory disease, diabetes and genetics in all activities, including setting priorities, design, development, planning, and managing the work programmes, and monitoring the use of resources, guiding, supervising and evaluating staff and advocating for the highest degree of professional excellence and efficiency.
3. Provide leadership and technical expertise in the global planning and coordination of activities in the management of cardiovascular disease, cancer, respiratory disease, diabetes, genetics and other key NCD domains including renal disease.
4. Create and lead integrated multi-disease approaches across WHO clusters and regional/country offices and strengthen delivery capacity for the activities of the global NCD Action Plan in collaboration with Member States and interested parties.
5. Develop cost effective and evidence-based NCD strategies and provide guidance and direction for the development, implementation and evaluation of national NCD policies/programmes and integration of
NCDs interventions within health systems with a particular focus on primary health care.
6. Represent WHO at inter-agency, international, regional, national and other technical meetings, and conferences providing the recognized authoritative advice to governments and other external partners on WHO's NCD capacity and priorities to expand the Organizations opportunities to serve in the field of NCDs.
7. Develop, in collaboration with other WHO teams and with regional/country offices, effective technical cooperation with Member States for control of NCDs on a sound public health basis, while anticipating new challenges and seeking their solutions.
8. Develop, lead, supervise and manage partnerships with UN agencies, nongovernmental organizations and other interested agencies and institutions.
9. Lead the development and implementation of the prioritized NCD research agenda to support national NCD policies/programmes.
10. Monitor the expert advisory panels and supervise and guide the development of joint work plans with NGOs and WHO Collaborating Centers (dealing with cardiovascular disease, cancer, respiratory disease, diabetes, genetics, renal disease) aligning the joint activities with the objectives of the Global NCD Action Plan and monitoring and evaluating the outcomes of each collaboration.
Medical degree and advanced degree in public health.
Extensive knowledge of medical and disease control aspects relevant to the prevention and control of noncommunicable diseases (cardiovascular disease, cancer, respiratory disease and diabetes).
Excellent leadership, project management and performance management skills.
Ability to foster team work and to establish and maintain effective working relationships at all levels.
Ability to motivate and supervise staff.

At least 10 years of experience in noncommunicable disease prevention and control -including treatment of NCDs- of which 5 years at the international level.
Experience developing and implementing public health programmes at the national and international levels.

Relevant work experience in low and middle income countries.
Expert knowledge of English.

Intermediate knowledge of another UN official language.

USD 80887 at single rate
USD 87069 with primary dependants
Post Adjustment: 106.2 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
