OBJECTIVES OF THE PROGRAMME :
For Noncommunicable Diseases:
o To help countries to prevent and control noncommunicable conditions - such as cardiovascular, chronic respiratory, cancer, diabetes, and their risk factors through comprehensive and multisectoral policies, plans, and programmes including population based and individual approaches, monitoring and reporting.

For Health Promotion:
o To help countries to promote a sense of wellness and help correct unhealthy living habits through advocating for the healthy settings approach (city, school, workplace, etc.), supporting city-to-city learning, building regional technical networks and resource centres for Healthy Cities, strengthening training and national and city capacity for action and advancing national policy and programmes in healthy urbanization.
Description of duties:
Under the guidance and supervision of the Coordinator, NCDs and Health Promotions (NCD):

1. Build country and regional capacity for strengthening policies and legal frameworks.
2. Develop and update regional monitoring of legislative and regulatory actions as well as violations at the country level.
3. Support the development mechanisms to integrate Baby Friendly Hospital Initiative into country legislative and regulatory systems including health facility accreditation and licensing.
4. Support the implementation of prioritized recommended actions at country and regional level following the WHO Western Pacific Regional Office (WPRO) consultation on marketing to children.
5. Support countries on other legal and regulatory issues affecting women and children's health such as fortification, access to family planning commodities and abortion.
6. Coordinate technical collaboration with the Division of Health Sector Development in the area of public health law.
REQUIRED QUALIFICATIONS
Education:
University degree in law and postgraduate degree in a relevant field are essential. Postgraduate degree in law or equivalent and/or Master's degree in public health or equivalent an advantage.
Skills:
- Legal and regulatory aspects of marketing of products of public health concern.
- Effective legislative and regulatory remedies to improve effectiveness of public health interventions.
- Ability to contribute to the development of norms and standards, as well as training materials.
- Capacity to plan and conduct operational activities with political and technical elements.
- Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.
- Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to member States.
- Report writing. Excel data analysis software (e.g. Stata).

Experience:
Essential: Minimum of seven years' experience in public health law with some international experience.
Desirable: Specific experience in legislation, regulation and implementation of public health laws. Experience related to the legal interventions for NCD risk reduction, maternal child health and/or nutrition is desirable.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD 67 611 at single rate
USD 72 605 with primary dependants
Post Adjustment: 51.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
