OBJECTIVES OF THE PROGRAMME :
INTEGRATED SERVICE DELIVERY (ISD)

To support development of integrated people-centred service (ISD) for communities and referral for optimal use of resources by all programmes; to accelerate progress towards universal coverage of safe and quality health services including integration of traditional medicines and practices into the health system. To assist countries to develop and manage a competent health workforce that can deliver integrated people-centred service, through HRH strategic planning, capacity building for priority health interventions and strengthening of governance, appropriate regulation and education capacities.
Description of duties:
1. Collaborate in strengthening national capacity for capacity for policy formulation, planning and management within various levels of the health system and in the development and preparation of strategies and approaches to achieve the goals of universal health coverage
2. Provide support in planning and coordination of on-going and future WHO collaborative programme and project monitoring and evaluation, and financial management and workforce planning development and deployment, according to the current PD structures and procedures of PB 2014-15; 2016-17 and beyond.
3. Collaborate with national authorities in their efforts for building Health in All leadership and in establishing appropriate intersectoral coordination through close liaison with nongovernmental organizations (NGOs) and through people's participation.
4. Collaborate in the implementation of Health system reform + health system strengthening at national and sub-national level to ensure that principles of PHC and universal health coverage are followed. Linking with WHO PB such as categories + programmes with real National priorities in health such as Health system reform, urban health care and local sub-national health system strengthening.
5. Provide support in financial and technical monitoring of WHO PB planning and implementation.
6. Perform other duties as may be assigned.
REQUIRED QUALIFICATIONS
Education:
Medical degree with postgraduate qualifications in public health is essential. Health administration and management orientation an advantage.
Skills:
In depth knowledge of Health system strengthening and health sector reform, public health management including primary health care, referral system and hospital management experience. Health policy strategy and plans development and implementation at national level. Coordination of health partners both national as well as international partners. Experience at sub-national level implementation of above areas and WHO PB structures and planning cycles will be an advantage.

Planning capabilities; public health management skills; good communication skills; Ability to work harmoniously as a member of a team and adapt to diverse educational and cultural backgrounds and maintain high standard of conduct.

Experience:
Essential: Minimum 10 years of relevant work experience in health services administration including experience in national health planning.

Desirable: Experience in international health development work in developing countries. Ability to work with professionals from many different cultures or countries. Experience in facilitating and coordinating with multiple partners.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD 80 887 at single rate
USD 87 069 with primary dependants
Post Adjustment: 39.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
