Information Technology and Telecommunication
1) To undertake systems analysis, design and define specifications of corporate networked and web applications integrated with the Regional Office information technology and telecommunication programme;
2) To provide training/briefing and guidance for EMRO technical and administrative units in areas of computer applications;
3) To advise, on request, the Regional Office Management on the use of network applications and web technology.
Description of duties:
Purpose of the Position:

Design and implement innovative and cost effective information systems that can facilitate and improve the overall technical, administrative and managerial functions of the organization in the Regional Office and at country level.

Organizational context:

Under the direct supervision of the Informatics Officer, Information Technology and Telecommunication (ITT) and general guidance of Regional Adviser, ITT the incumbent will contribute as a team member, to make the purpose of the post possible through his/her technical knowledge and experience.

Summary of Assigned Duties:
The incumbent will perform the following duties:

1. Implementation of Information Systems in the Regional Office and Country Offices of the Organization.
2. Determine user requirements for new or modified business processes.
3. Develop and implement client/server and web-based applications in accordance with business requirements and EMRO/ITT standards for application development.
4. Development of databases for the implementation of applications.
5. Provide technical support for IT services related to knowledge management including collaborative portals, content management platforms, document management and information indexing and searching.
6. Provide technical support and application maintenance in collaboration with other team members to provide second level technical support and problem resolution for applications in production.
7. Perform other duties as assigned by the Informatics Officer.
Essential: Completion of secondary education, supplemented by training in computer programming.
Minimum of three years of advanced training in software development and database development and administration.

Desirable: University degree in computer sciences and/or related sciences.

Functional Skills and Knowledge:

- Working knowledge of the design and implementation of client/server and web-based Information Systems.
- Proven technical skills in systems analysis, software development and systems documentation.
- Up-to-date working knowledge of latest generation programming languages and familiarity with latest commercial platforms for software development and database management systems.
- Working knowledge of project management methodology to effectively contribute in the implementation of software development projects.
- Ability to work effectively in the implementation of software projects in collaboration with other team members.
Essential: At least 4 years of relevant experience in designing and developing Client/Server and web-based applications as well as 4 years of relevant working experience in software development tools, programming languages and relational database systems including Microsoft Visual Studio, Microsoft .NET Framework, and Microsoft SQL Server.

Desirable: Working experience with Microsoft Sharepoint platforms.
- Knowledge of OLAP and Business Intelligence platforms.
Very good knowledge of Arabic and English
