OBJECTIVES OF THE PROGRAMME :
Information Technology Services (ITS) provides leadership and direction in the deployment of information and communication technologies and systems to support the Pan American Health Organization/Regional Office of the Americas of the World Health Organization (PAHO/WHO) in carrying out its mandate. Furthermore, ITS establishes and maintains strategies, policies, standards and procedures to ensure the effective and efficient provision of information and communication services in a geographically dispersed environment.
Description of duties:
Under the general supervision of the Unit Chief, Human Resources for Health (HSS/HR), and the direct supervision of Senior Advisor, Applications Development and Support (ITS/AO), the incumbent is responsible the incumbent is responsible for, but not necessarily limited to the following activities:

a) Provide technical support for the Expanded Textbook and Instructional Materials Program (PALTEX) information systems; maintain existing base of software, including implementation of fixes, upgrades and enhancements. Analyze, clean-up, integrate, convert and validate databases;
b) Log, analyze, and troubleshoot reported problems with software, hardware, and systems issues/defects, and coordinate internal/external resources for resolution. This will require development of knowledge about ongoing system features as used by PAHO's installation;
c) Work with external vendors and IT staff to configure, implement and support production by investigating and resolving defects in a timely fashion;
d) Implement system and process changes, and troubleshoot any resulting issues;
e) Work with EPICOR and the IT Department to manage production code releases;
f) Develop test plans and use cases associated with all software application patches and updates; test plans and identify the business processes impacted by a patch or update;
g) Conduct initial acceptance testing of new software releases and coordinate user testing of same;
h) Maintain user accounts and security access;
i) Provide day-to-day technical maintenance and support for all retail store locations., including computer hardware staging, training and in-store set-up, as well as managing third party wiring and installation support;
j) Monitor support tracking tickets to ensure timely response to distribution points;
k) Write, optimize and troubleshoot SQL queries and procedures, dashboards, workflows, and reports using Crystal Reports;
l) Create and maintain documentation on the Epicor installation and administration procedures, including security;
m) Create and maintain functional documentation on user procedures, including point of sale; conduct training sessions for users as needed;
n) Work with stakeholders across all business units and translate business requirements into specific software solutions;
o) Create project plan(s) to meet project timelines within budget;
p) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in computer science, information technology systems, or a related field from an accredited university.

Technical Expertise

- Knowledge of enterprise resource planning (ERP) modules, general ledger, inventory, and point of sale.
- Knowledge of MS SQL Server 2008/2012 (or above), ERP systems (Epicor preferred), Microsoft .NET framework 3.0, VB.NET, SharePoint 2010/2013 environments, and Internet related technologies.
- Thorough knowledge of concepts, techniques for using current versions of Microsoft Office, SQL (stored procedures, query building, data mining, etc.), Crystal Reports, merchandising systems and ticket tracking software.
- Thorough knowledge and technical skills in systems analysis, software development, systems documentation and management of systems development projects.
- Ability to review and accurately evaluate new technology and systems to be used in advancing the objectives defined for information systems, and the ability to translate system requirements into functional systems.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project will be an asset.
Experience:
Essential: Five years of combined national and international experience in the application of management of information processing techniques. Experience should include management and support of Windows networks, writing SQL queries and stored procedures as well as creating tables/views/etc. in MS SQL server 2008/2012.
Desirable: Experience in implementing and supporting Epicor ERP would be an asset.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant, rental subsidy, and home leave.

Annual salary: (Net of tax)
US $46,819.00 at single rate
US $49,916.00 with primary dependants
Post Adjustment: 50.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
