OBJECTIVES OF THE PROGRAMME :
To work with Member States to improve the availability, quality and use of health information at country and sub-national levels and to strengthen the evidence base at regional and global levels to monitor and reduce inequalities in health.
1. Supporting countries to improve their National Health Information Systems (NHIS), including the capacity to generate timely information and evidence for decision-making and developing national capacities in analyzing and disseminating information for monitoring of health situation and trends and promote health observatories for monitoring the health situation and trends in the Region
2. Working with regional and international partners in improving the NHIS including Civil Registration and Vital Statistics systems with emphasis on causes of death and developing innovative approaches in registering vital events; and building capacity for improving the death notification and certification forms through continuous training and evaluation and promoting the use of WHO Family of International Classification for morbidity and mortality classifications;
3. Supporting the implementation of population and health examination surveys, by providing tools, guidelines in design, implementation, data management and analysis and dissemination.

Purpose of the Post:
To lead the technical preparation for initiating a programme to strengthen national health information system (NHIS), conduct situation analysis, assess the mortality statistics and causes of death, and guide the Member States to improve their mortality statistics and on the use of International Family of Classifications and Verbal Autopsy tools. The incumbent will lead the work in designing, implementing and analysis of surveys.


Organizational Context::
The incumbent will follow the WHO guidelines on Health information and Evidence and provide guidance/advice based on the guidelines and in consultation with his/her supervisors. He/she will work closely with HQs and country offices and in close collaboration and coordination with technical Programmes.

Description of duties:
Under the direct supervision of RA/HIS, the incumbent will perform the following duties:
- Lead the technical preparations for initiating a programme to strengthen National Health Information Systems (NHIS), including organizing inter-country meetings and country workshops.
- Guide EMR Member States in conducting situation analysis of the core NHIS components to identify gaps and set priorities for NHIS improvement and guide countries to develop evidence-based national HIS strategies, based on the regional plan.
- Conduct analysis to assess the mortality statistics and causes of death data, and provide technical support to countries in conducting data quality assessment using WHO standard tools.
- Provide guidance to Member States in registration and certification of causes of deaths and ICD coding.
- Promote and introduce Sample Vital Registration with Verbal Autopsy (SAVVY), the WHO standard verbal Autopsy tool, and automated methods for ascertaining causes of death in settings where medical certification is not available.
- Guide and support countries to improve national capacity to collect, compile, assess, analyse and disseminate the regional core and extended indicators' lists and country specific indicators.
- Provide technical guidance to countries and technical programmes in designing and analysis of household and facility surveys and other observational studies.
- Coordinate country consultations on mortality, life-table, and causes of deaths estimates generated by WHO and UN interagency groups
- Promote the regional office efforts in advocacy and resource mobilization for NHIS strengthening and develop proposal for funding
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in Health Sciences with Master's Degree in Public Health, Epidemiology, Demography or Medical Statistics

Functional Skills and Knowledge:
 Knowledge of statistical software, such as STATA and R
 Knowledge of WHO-FIC, verbal autopsy tools, survey design and analysis, monitoring and evaluation. Technical expertise in evaluation of national health information systems and development and implementation of strategies to improve NHIS.
 Good analytical skills in health situation and trends analysis.
 In-depth knowledge and use of International Classification Disease (ICD); mortality and causes of death data analysis and burden of disease
 Strong professional oral and writing skills in English including the development of reports, oral presentations and technical documents.

Other Skills (e.g. IT):
Proficiency in MS Office.


Experience:
Essential:
At least 7 years' combined relevant experience in Health Information Systems at the national and international levels.

Desirable:
Working experience in developing countries and countries in emergency.
Languages:
Excellent knowledge of English. Knowledge of Arabic or French would be an asset
