To ensure the Pan American Health Organization and World Health Organization - PAHO/WHO - country program of technical cooperation on strengthening the national health care system by expanding access to primary health care and its country presence provide adequate support to the national health development process and, at the same time, enable the country of assignment to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country, drawing on PAHO/WHO resources of all levels and parts of the Organization.
Description of duties:
Under the general supervision of the Deputy Representative, and the direct supervision of the Advisor, Family and Community Health, the incumbent will be responsible, but not necessarily limited, to the following assigned duties:
a) Provide technical support in the delivery of technical cooperation programs and collaborate in the planning, development and monitoring of plans, programs and projects related to family health, newborn and child health, adolescent health, women and men's health, elderly health, indigenous health, immunization and vaccine preventable diseases; review and consolidate work plans for the different States and Municipalities in the Country to improve the efficiency of implementation, performance assessment and reporting;
b) Collaborate in the development of work plans and in the implementation of programs related to maternal and child mortality, cultural diversity in health, gender mainstreaming, obesity, food safety, vaccine preventable diseases, and introduction of new vaccines;
c) Support national authorities from different sectors in the definition and in the implementation of programs aimed at identifying solutions for issues related to gender discrimination, alimentary disturbs, maternal, newborn and child mortality and programs to ensure safe motherhood and a healthy start for newborns and infants;
e) Provide technical cooperation to the Ministry of Health in the analysis of the principal health problems (linked to family health taking into consideration mainstreaming issues, such as gender, ethnicity, cultural diversity and strategies based on the healthy life approach) and to define effective control strategies linked to the promotion of family health and within the framework of the Sistema ┌nico de Sa˙de (SUS);
f) Identify technical assistance issues (needs, options and resources); supervise/coordinate the technical assistance for the Projects and Terms of Cooperation under areas of responsibilities, and with implementing partners at country level;
g) Support the introduction of the principles, methods, and epidemiological techniques in the planning, implementation, monitoring, and evaluation of family health programs, taking into consideration mainstreaming issues, and the healthy life approach as an operational and strategic framework to address the health needs of the population;
h) Provide technical assistance on knowledge management for areas of work assigned, using all the available means for the dissemination of relevant scientific information;
i) Participate in the development and/or strengthening of sound and sustainable policies related to family health that contribute to reducing newborn, infant and women mortality rates, as well as reducing health inequities;
j) Participate in inter-programmatic work in order to achieve the maximum levels of efficiency and effectiveness;
k) Serve as communication link between the Organization and the intersectoral teams on matters of technical and strategic project implementation and evaluation;
l) Collaborate with national technical teams in the preparation of technical cooperation requests and on-site support for the submission of documentation to the Organization, as per agreed upon operating procedures;
m) Prepare and maintain all documents and progress reports pertaining to the projects being implemented at the country level;
n) Coordinate the collection of baseline data for monitoring of project implementation and ongoing data collection, as per agreed monitoring and evaluation framework;
o) Provide support in the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation; act on behalf of the Project Advisor, as needed;
p) Collaborate in the preparation of the Representation's Biennial Work Plan (BWP) and the execution of national technical cooperation, including the analysis of political, technical and socioeconomic realities;
q) Perform other related duties as assigned;
A bachelor's degree in a health-related science, public health or related field from a recognized university.

Technical Expertise
- Technical expertise in the areas of family and community health, including technical cooperation projects in developing countries.
- Knowledge of planning, monitoring, evaluation and control of the technical cooperation programs.
- Ability to plan, monitor and evaluate technical cooperation processes.
- Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.
- Knowledge and skills for the development, implementation and analysis of technical cooperation programs and activities, including budget programming and control.
- Ability to integrate managerial and administrative inputs into recommendation for decision-making process; ability to work independently and to manage multiple assignments simultaneously in a complex organizational environment;
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook, and electronic sources in research activities. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Five years of professional experience in technical cooperation in institutions concerned with public health management or evaluation of family health programs.
Very good knowledge of Portuguese with a working knowledge of English or Spanish.
