OBJECTIVES OF THE PROGRAMME :
To ensure the Pan American Health Organization and World Health Organization - PAHO/WHO - country program of technical cooperation on strengthening the national health care system by expanding access to primary health care and its country presence provide adequate support to the national health development process and, at the same time, enable the country of assignment to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country, drawing on PAHO/WHO resources of all levels and parts of the Organization.
Description of duties:
Under the general supervision of the Deputy Representative, and the direct supervision of the Advisor, Health Surveillance, Disease
Prevention and Control, the incumbent will be responsible, but not necessarily limited, to the following assigned duties:
a) Provide technical support and collaborate in the planning, development and monitoring of plans, programs and projects related to communicable diseases surveillance, prevention and control, focusing efforts on neglected diseases; review and consolidate work plans for the different States and Municipalities in the Country to improve the efficiency of implementation, performance assessment and reporting;
b) Collaborate in the development of work plans and in the implementation of activities related to health situation analysis, mortality analysis and determination of health inequalities;
c) Support national authorities from different sectors in the definition and in the implementation of programs aimed at identifying solutions for neglected diseases affecting the population and their impact, specially in vulnerable areas;
d) Provide technical cooperation to the Ministry of Health in the analysis of the principal health problems (linked to communicable diseases), and to define effective control strategies linked to surveillance, prevention and control and within the framework of the Sistema ┌nico de Sa˙de (SUS);
e) Identify technical assistance issues (needs, options and resources); supervise/coordinate the technical assistance for the Projects and Terms of Cooperation under areas of responsibilities, and with implementing partners at country level;
f) Support the introduction of the principles, methods, and epidemiological techniques in the planning, implementation, monitoring, and evaluation of communicable diseases programs;
g) Provide technical support on knowledge management for areas of work assigned, using all the available means for the dissemination of relevant scientific and technical information;
h) Participate in the development and/or strengthening of analysis related to the health situation that contribute to reducing the burden of communicable diseases;
i) Participate in inter-programmatic work in order to achieve the maximum levels of efficiency and effectiveness;
j) Serve as communication link between the Organization and the intersectoral teams on matters of technical and strategic project implementation and evaluation;
k) Collaborate with national technical teams in the preparation of technical cooperation requests and on-site support for the submission of documentation to the Organization, as per agreed upon operating procedures;
l) Prepare and maintain all documents and progress reports pertaining to the projects being implemented at the country level;
m) Coordinate the collection of baseline data for monitoring of project implementation and ongoing data collection, as per agreed monitoring and evaluation framework;
n) Provide support in the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation; act on behalf of the Project Advisor, as needed;
o) Collaborate in the preparation of the Representation's Biennial Work Plan (BWP) and the execution of national technical cooperation, including the analysis of political, technical and socioeconomic realities;
p) Perform other related duties as assigned;
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in a health-related science, statistics or a related field, from a recognized university.

Technical Expertise
- Technical expertise in the areas of communicable diseases and health situation analysis, including technical cooperation in projects in developing countries.
- Knowledge of planning, monitoring, evaluation and control of the technical cooperation programs.
- Ability to plan, monitor and evaluate technical cooperation processes.
- Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.
- Knowledge and skills for the development, implementation and analysis of technical cooperation programs and activities, including budget programming and control.
- Ability to integrate managerial and administrative inputs into recommendation for decision-making process; ability to work independently and to manage multiple assignments simultaneously in a complex organizational environment;
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook, and electronic sources in research activities. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Experience:
Five years of professional experience in health information systems, including experience in technical cooperation in institutions concerned with public health management or evaluation of communicable diseases and health analysis.
Languages:
Very good knowledge of Portuguese with a working knowledge of English or Spanish.
