The IST is established to provide support to WHO country offices in the implementation of their
work plans, in line with country cooperation strategies, thus bringing AFRO support closer to
countries. The IST contributes to strengthening WCC capacity in countries covered in order to
better respond to their needs for enhancing and scaling-up their public health programmes, and
strengthening their health systems.

Description des fonctions
1. Coordinates the activities of the IST staff Members at duty station and promotes team spirit among team members;
2. Ensures that the work of the IST compiles with the WHO General Programme of Work and its norms and standards;
3. Coordinates the activities of the IST staff members towards supporting countries in scaling up essential health-related interventions at local level for attainment of health related MDGs;
4. Leads the preparation of, monitoring and evaluation of IST programme of work;
5. Acts as first-level supervisor for the technical and administrative programme members of the IST;
6. Advises the Regional Director and the Divisional Directors on staffing needs for the IST;
7. Organize/facilitate integration and administrative support for the IST to countries covered by the IST;
8. Processes and consolidates health data, information and intelligence from countries and fees them to the relevant Regional Office units with respect to monitoring the progress towards the health-related MDG programme;
9. Identifies and reports best practice to be shared at Regional level;
10. Establishes linkages with relevant focal points of other organizations and agencies for coordinated country support in coordination the WRs of those countries;
11. Provides WHO technical support to Regional Economic Communities and sub-regional settings of the UN e.g. ECA and RDT;
12. Provides support to the role of WHO in the UNCTs and the alignment of CCS and UNDAF to country processes;
13. Contributes to resource mobilization activities for the inter-country health interventions in coordination with the Regional Office;
14. Collaborates with the WHO Representatives on matters related to the work of the IST in the countries covered by the IST;
15. Interacts with the Regional Director, Director of Programme Management and Divisional Directors on policy, managerial, technical and administrative matters in relation to the work of the IST;
16. Exchanges experience and ensures synergy with other ISTs in the WHO African Region;
17. Reports regularly to the Regional Director on progress of programme implementation at the IST;
18. Carries out any other responsibilities given by the Regional Director.

Formation :
Essential: Medical degree from a recognized university and postgraduate degree (master or doctorate level) in
Public Health.

Desirable: Training in management, computer literacy, research.

Compétences :
Strong knowledge and experience in Public Health and organization of national health systems in
the African region; leadership skills; planning and management experience; capacity to establish
sustainable partnerships.

Expérience :
Essential: Extensive years of experience in planning,
administration and evaluation of public health
programmes at country and/or international level.

Desirable: Management or interdisciplinary teams in an international environment; teaching at graduate or
postgraduate level.

Langues :
Excellent knowledge of English or French with good working knowledge of the other language.
Traitment annuel (Net d'impôts)
USD 95575 fonctionnaire sans personnes à charge
USD 103400 fonctionnaire avec personnes à charge au premier degré
Ajustement de Poste: 49 % des montants mentionnés ci-dessus. Ce pourcentage n'a qu'une valeur indicative et peut varier, chaque mois, à la hausse ou à la baisse.
