Organization unit:
Responsible for the administration and management of all human resources services in the Regional Office and country offices in the areas of recruitment, selection, post classification, contract administration and entitlements, performance management, staff relations and staff development and training in support of efficient and effective programme delivery.

The Human Resources Assistant reports to the Personnel Officer (NPO) and is responsible for technical HR work in the following areas: recruitment, entitlements, contract administration. He/she prepares documents for approval/authorization in applying the Staff Regulations and Rules, guidelines, procedural requirements.
Description of duties:
A. Entitlements/Conditions of Service for Fixed-term and Temporary General Service staff:
1. Provides comprehensive advice to staff at all levels on employment conditions and entitlements, briefs staff members (new or current) on their entitlements in respect of salary and allowances, annual, sick and maternity leave, leave without pay (LWOP), sick leave under insurance coverage (SLIC), change in family status, etc.
2. Identifies and analyses exceptional cases, researches precedent cases and suggests solutions and recommendations to support the granting of waivers or exceptions by Regional Human Resources Manager.

B. HR Planning, Recruitment of Fixed-term and Temporary (Professional and General Service):
1. Assists managers and advises on the accuracy of vacancy notices as required.
2. Coordinates with Recruitment focal points on arrangements for interviewing and testing of prospective staff.
3. Coordinates with Global Service Centre in respect of recruitment and reassignment correspondence, offers of appointment, secondment and special agreements.

C. Contract Administration:
1. Monitors temporary contract expiration dates, providing advance notice to managers and technical officers in order to ensure timely renewals or initiation of separation action and clearance formalities.
2. Provides advice to managers and technical officers on the merits of contract type and duration to ensure programme needs are met within the HR policy, WHO Rules and Regulations and WHO Manual provisions and procedures.

D. Provides end-to-end support in all HR matters relating to contract administration.

E. Performs other related tasks as required.
Completion of secondary education with proven training in human resources.
Thorough knowledge of office procedures and various aspects of personnel work; ability to draft correspondence; summary of meetings and notes for the record; ability to discern routine from non-routine; good communication skills, ability to handle sensitive matters with tact and diplomacy; good interpersonal skills, discretion and high sense of confidentiality essential; typing skills and ability to use computer and adapt to various software applications; ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain high standards of personal conduct.
Minimum 5 years experience in administrative and personnel work; previous experience in an international organization an advantage.
Excellent knowledge of spoken and written English.
