OBJECTIVES OF THE PROGRAMME :
The Director of Administration (AM) is the chief administrative officer of the Organization and is responsible for providing advice to the Director and senior management on financial and administrative management rules, and practices and for establishing and implementing policies, systems and procedures in order to improve organizational efficiency. As part of the Strategic Initiative and Innovation (AM/SII) Team, the Staff Engagement function is responsible for developing and implementing staff engagement on evolving administrative policies, procedures, and initiatives, using outreach products/services to: deliver uniform and consistent engagement messages in support of management decisions; keep various audiences informed and ensure consistent compliance; provide formal and informal engagement and outreach opportunities for employees to give feedback; capture feedback on key aspects and metrics of staff engagement effectiveness; and appropriately craft staff engagement messages recognizing the multi-cultural staff audience.
Description of duties:
Under the general supervision of the Director of Administration (AM), and the direct supervision of the Advisor, Staff Engagement (AM/SII), and in close coordination with the PMIS Project Management Team, the incumbent is responsible for, but not necessarily limited to the following duties:
a) Manage the staff engagement strategy of the PASB Management Information System (PMIS) project, within and coordinated with the change management strategy of the project; develop and implement the staff engagement plan to inform staff and other relevant stakeholders about the progress of the project; develop promotional campaigns to generate excitement about the project, including expected organizational changes, and planned features of the new system;
b) Develop status reports to raise awareness of the importance of the PMIS project; identify audience needs for information and develop staff engagement mechanisms to address those needs; keep stakeholders informed about their expected involvement and contributions, including managing the change agent network established for the PMIS at country office and PAHO HQ levels;
c) Promote transparency of the progress of the PMIS project implementation among staff members, Member States and strategic partners; engage all relevant stakeholders in the implementation of the PMIS project as it affects technical cooperation;
d) Develop on-going staff engagement mechanisms to engage staff and to promote the implementation of the Workday, Tidemark, Cornerstone, In-Tend, and other software packages that makes up the PMIS Enterprise Resource Planning (ERP) system; keep the internal PMIS Core Team informed about the progress of the overall project; announce new functionalities/capabilities/benefits as they become available;
e) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in one of the social, health, staff engagement, communication or information management sciences or in a related field from an accredited university.

Technical Expertise:
- Theoretical and practical knowledge and skills in aspects related to knowledge management, project management, communication, and dissemination techniques and methods to include alternative ways to promote knowledge management.
- Ability to create and advocate innovative approaches to facilitate and enhance knowledge sharing capacity, including the use of social tools and networks, as well as monitoring these processes.
- Ability to acquire knowledge and information about a wide-range of subject-matter fields, and to select, organize, and present information in a manner suitable to the intended audience
- Excellent knowledge and skills for the design, organization and coordination of information networks processes.
- Knowledge of business and management involved in strategic planning, resource allocation and coordination of people and resources.
- Ability to manage multiple issues and tasks in a complex organizational environment and to re-prioritize actions on short notice.
- Excellent organizational and analytic skills combined with strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset.
Experience:
Five years of combined national and international experience working in staff engagement, knowledge management, project management, communication, including effective use of information networks, systems and portals.
Languages:
Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
Additional Information:
PAHO offers an attractive compensation package including a monthly net salary (subject to mandatory deductions for pension contributions and health insurance), pension plan, health insurance scheme, and annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant and rental subsidy, as applicable.
