OBJECTIVES OF THE PROGRAMME :
UNITAID's mission is to contribute to scale-up of access to treatment for HIV/AIDs, malaria and tuberculosis for people in developing countries by leveraging price reduction for quality drugs and diagnostics and accelerating the pace at which they are made available.
Description of duties:
GENERAL ACCOUNTING

* Track and analyse balance sheets with regards to validity and accuracy of account balances by
1- obtaining the details of the transactions and balances regularly,
2- reviewing the information, performing analyses and reconciliations as needed and
3- taking appropriate action as needed (accounting entries, advice, report).
* Review and process encumbrances and travel claims to ensure that they are handled properly by UNITAID staff.
* Monitor encumbrances regularly and ensure proper action is taken (payment, cancellation, other).
* Monitor that UNITAID staff settle travel claims in line with WHO Rules.
* Be responsible for award management and reconciliation in coordination with WHO IAM.
* Enter transactions accurately and in a timely manner.
* Ensure charges by WHO are made in a timely and accurate manner.
* Prepare accounting entries as required ensuring that they are processed accurately and in a timely manner.
* Provide support in the preparation of quarterly financial statements along with backup working papers and analysis.
* Assist in the preparation of financial statements that conform to WHO Rules and standards.
* Support the preparation of the external audit work and assist during the audit as needed.

SUPPORT TO BUDGET MANAGEMENT

* Monitor the UNITAID budget in the GSM is accurate and up to date.
* Assist in reporting on expenditures versus budget by
1- preparing regular budget status reports for various audiences (FAC, Management, Budget holders),
2- reviewing transactions and budget balances, performing budget analyses and reconciliations as needed and
3- taking appropriate action as needed such as preparing accounting adjustments or special reports or advising the Budget Holder.
* Work with the HR team closely to ensure good control of the UNITAID staff budget. This includes reconciling the GSM HR plan balances with the actual staff budget balances.

HEDGING/TREASURY

* Monitor receivables from donors.
* Coordinate the receipt of donor contributions with External Relations.
* Prepare regular cash flow projections.
* Help Finance Officer review reports on hedging from WHO TSY.
* Reviews interest apportionment calculated by WHO at year end to ensure reasonability.

OTHER

* Prepare various reports and tables as needed for internal use especially in relation to projects.
* While some of those reports may be regular (eg to Management), many would result from adhoc requests.
* Organize the archiving of finance documents and ensure that the finance team complies with the system; ensure archives are up to date, complete and accurate.
* Represent UNITAID finance in the BFM meetings organized by WHO Finance and liaise with colleagues accordingly.
* Identify areas for improvement in processes, approaches and policies/guidelines directly related to the areas of responsibility, participate in the formulation of improvements and help implement the agreed recommendations.
* Complete Value for Money (VFM) studies especially as they relate to procurement and travel.
* Take on any other task related to the overall work of the finance department in agreement with the supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential:
First university degree in business, commerce or accounting.

Desirable:
Professional certification in accounting.

Experience:
Essential:
At least three years in the international public or nonprofit sector in a finance or accounting role working with various internal clients and users.

Desirable:
Experience in financial analysis and external audit; experience with an ERP system, preferably Oracle based. Experience in dashboarding and visual presentation software, i.e. Tableau.
Languages:
Expert knowledge of English is required. Intermediate knowledge of French would be an asset.

A written test may be used for screening purposes. Other similar positions at the same level may be filled from this vacancy notice. This vacancy is published in English only. As a WHO staff member assigned solely and exclusively to support UNITAID, selected staff will have no right of reassignment or transfer outside UNITAID either during or at the end of his/her appointment, including pursuant to WHO Staff Rule 1050. (This does not apply to WHO fixed-term staff members reassigned from a non-Partnership position).
Annual salary: (Net of tax)
USD 46'819 at single rate
USD 49'916 with primary dependants
Post Adjustment: 105.5 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
