OBJECTIVES OF THE PROGRAMME :
To support development of integrated people-centred service (PCS) for communities and referral for optimal use of resources by all programmes; to accelerate progress towards universal coverage of safe and quality health services including integration of traditional medicines and practices into the health system. To assist countries to develop and manage a competent health workforce that can deliver PCS, through HRH strategic planning, capacity building for priority health interventions and strengthening of governance, appropriate regulation and education capacities.
Description of duties:
1. Advises national authorities on the development of national health plans and activities to strengthen their health systems at all levels of the system including primary, secondary and tertiary and in governance strengthening, appropriate regulation and education capacities.

2. Offers support and advice to countries, WHO and partners in policy dialogue, on the aid effectiveness agenda, sector wide approaches, in dealing with global health initiatives.

3. Leads, collaborates and engages in capacity building for primary health care and health services development, quality improvement and patient safety, and promotes the development of research programmes and capabilities.

4. Assists member states on the development and management of competent health workforce that can deliver PCS, through HRH strategic planning, capacity building for priority health interventions.

5. Leads cross organisational collaboration and engagement in health system strengthening and integration of disease specific programmes into broader system development as appropriate, within both WHO and WHO support countries.

6. Provides strategic planning and policy direction in health services development within WPRO and in collaboration with partners and member states.
REQUIRED QUALIFICATIONS
Education:
Degree in medicine or related field from a recognized university and post graduate degree in public health, public health policy, public health planning, or public health management. Training and/or work experience in health services development, health research, health care financing, policy development/management, education and training an advantage.
Skills:
- Health situation analysis, health planning at operational, sub-national, and national levels;
- Ability to develop plans and proposals collaboratively;
- Monitoring and evaluation skills;
- Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct;
- Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States;
- Proficient in standard MS Office software applications;
- Presentation skills.

Experience:
At least 10 years of experience working in health services development including few years in the development and implementation of Health systems policies and strategies with several years of experience at international level. A working knowledge of WHO systems an asset. International experience in organization and management of health systems programmes an advantage.
Languages:
Written and spoken fluency in English is essential. Working knowledge of other UN languages is an advantage.

Annual salary: (Net of tax)
USD 80 887 at single rate
USD 87 069 with primary dependants
Post Adjustment: 50.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
