OBJECTIVES OF THE PROGRAMME :
To ensure the Pan American Health Organization and World Health Organization - PAHO/WHO - country program of technical cooperation on strengthening the national health care system by expanding access to rpimary health care and its country presence provide adequate support to the national health development process and, at the same time, enable the country of assignment to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country, drawing on PAHO/WHO resources of all levels and parts of the Organization.
Description of duties:
Under the general supervision of the Deputy Representative, and the direct supervision of the Advisor, Health Systems and Services, the incumbent will be responsible, but not necessarily limited, to the following assigned duties:

a) Provide technical support and collaborate in the planning, development and monitoring of plans, programs and projects related to the expansion of access and quality of health care within the country; review and consolidate work plans for the different States and Municipalities in the Country to improve the efficiency of implementation, performance assessment and reporting;
b) Collaborate in the development of work plans and in the implementation of programs related to the technical cooperation to the public health services network in the federal, state and municipal level, with special attention to access and quality of the primary care level developing human capacity for health;
c) Support national authorities from different sectors in the definition and in the implementation of programs aimed at identifying solutions to improve the effective access and quality of care in health services, with special attention to the most vulnerable populations and respect for intercultural characteristics and diversity;
d) Provide technical cooperation to the Ministry of Health in the analysis of the principal health problems (linked to universal health coverage and access to health services) and to define effective control strategies linked to social determinants, inequities and risk factors and within the framework of the Sistema ┌nico de Sa˙de (SUS);
e) Provide technical support in the expansion of networks in the field of public health, facilitating communication, interprogrammatic work and strengthening links with the different cooperation partners;
f) Collaborate with the technical and administrative staff of the Unit for Human Resources for Health; act jointly with the national counterpart in the process of planning, programming, monitoring and evaluation of the Biennial Work Plan results and implementation of the related projects; develop work plans, monitor technical reports for TC/TA and update the project management system; monitor and evaluate indicators and prepare assessment reports.
g) Provide technical assistance on knowledge management for areas of work assigned, using all the available means for the dissemination of relevant scientific information;
h) Guide the process of production and dissemination of technical cooperation products, using tools that allow greater exchange of information within and outside the Representation;
i) Participate in the development and/or strengthening of sound and sustainable policies related to the right to health and to reduce health inequities;
j) Support the Mais Medicos Project Management Team in the implementation, monitoring and evaluation of the overall performance of the projects/programs/Terms of Cooperation;
k) Participate in inter-programmatic work in order to achieve the maximum levels of efficiency and effectiveness;
l) Serve as communication link between the Organization and the intersectoral teams on matters of technical and strategic project implementation and evaluation;
m) Collaborate with national technical teams in the preparation of technical cooperation requests and on-site support for the submission of documentation to the Organization, as per agreed upon operating procedures;
n) Prepare and maintain all documents and progress reports pertaining to the projects being implemented at the country level;
o) Coordinate the collection of baseline data for monitoring of project implementation and ongoing data collection, as per agreed monitoring and evaluation framework;
p) Provide support in the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation; act on behalf of the Project Advisor, as needed;
q) Collaborate in the preparation of the Representation's Biennial Work Plan (BWP) and the execution of national technical cooperation, including the analysis of political, technical and socioeconomic realities;
r) Perform other related duties as assigned;
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in health-related science, public health or related field, from a recognized university.

Technical Expertise
- Technical expertise in the areas of health systems and services, including technical cooperation in projects in developing countries.
- Knowledge of planning, monitoring, evaluation and control of the technical cooperation programs.
- Ability to plan, monitor and evaluate technical cooperation processes.
- Knowledge and skills in the formulation of technical cooperation interventions and in the development of criteria for evaluating program interventions.
- Knowledge and skills for the development, implementation and analysis of technical cooperation programs and activities, including budget programming and control.
- Ability to integrate managerial and administrative inputs into recommendation for decision-making process; ability to work independently and to manage multiple assignments simultaneously in a complex organizational environment;
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook, and electronic sources in research activities. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
Experience:
Five years of professional experience in the area of health systems, including technical cooperation in institutions concerned with public health management or evaluation of health systems and services.
Languages:
Very good knowledge of Portuguese with a working knowledge of English or Spanish.
