OBJECTIVES OF THE PROGRAMME :
To ensure that the Pan American Health Organization (PAHO) and World Health Organization (WHO) country program of technical cooperation and the Organization's country presence provide relevant and adequate support to the national health development process. To enable the country to shape the subregional, regional and global health agenda. To support management of the PAHO/WHO Country Office as the basic organizational unit for technical cooperation with the country, drawing on the PAHO/WHO resources from all levels and parts of the Organization to better serve the country.
Description of duties:
Under the direct supervision of the PAHO/WHO Representative (PWR), and the general supervision of the Director of Administration (AM), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Responsible for the development of the PAHO/WHO Country Office's Compliance Program; serve as a technical subject matter expert in compliance of the Organization's rule and regulations to support the technical cooperation program work within the Office;
b) Develop, initiate, maintain, and revise policies and procedures for the general operation of the Compliance Program and its related activities to prevent illegal, unethical, or improper conduct; manage day-to-day operation of the Program;
c) Institute and maintain an effective compliance communication program for the Office, including new and existing compliance issues and related policies and procedures; monitor the performance of the Compliance Program and related activities on a continuing basis, taking appropriate steps to improve its effectiveness;
d) Manage the Office's Risk Assessment and Mitigation Program;
e) Conduct internal reviews to determine compliance with the Organization's policies and procedures, while reviewing for efficiency and effectiveness, including financial and operational controls on processes and activities;
f) Identify potential areas of compliance vulnerability and risks; recommend/implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future;
g) Review the compliance and adequacy of the control systems to reduce the application of business risks to an acceptable levels, evaluate risk factors and identifies mitigation steps to reduce them;
h) Monitor and report on implementation of internal and external audit recommendations;
i) Serve as a catalyst for implementing the risk management policy aimed at minimizing recognized risks; assesses the interrelationship of controls to assure that the entire business processes are properly managed, including assessing the methods for reporting control violations;
j) Research and keep abreast of the Organization's rules, regulations, as well as policies and procedures generated by the Integrity and Conflict Management System (ICMS), new audit regulations/trends and audit methodologies; discuss updates with management and develop communication tools to share this information effectively across the Office;
k) Assist the PWR in developing internal polices and procedures for promote a culture of ethical behavior and integrity in accordance with the Organization's Code of Ethical Principles and Conduct in order to support a culture of respect, responsibility, accountability, and compliance;
l) Provide reports on a regular basis, and as directed or requested, to keep the PWR and senior management informed of the operations and progress of compliance efforts.
m) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in accounting, auditing, finance, business administration, or in a related field from a recognized university.

Technical Expertise
- Knowledge of the principles and practices of internal controls and compliance procedures.
- Ability to gather information and analyze data within established timeframes, and draw conclusions in order to develop solutions to problems confronting management.
- Comprehensive knowledge of the range of administrative principles, practices, processes and policies that guide and influence a complex organization.
- Strategic planning and managerial skills, ability to interpret and analyze information; coordinate a variety of tasks; capacity to administer resources and exercise appropriate supervision and control.
- Ability to meet critical deadlines consistently, while completing tasks accurately; ability to handle multiple tasks simultaneously by working independently, as well as part of a team, in a fast paced environment.

IT Skills
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of other software programs such as Microsoft SharePoint and Project would be an asset.
Experience:
Seven years of combined national and international experience in monitoring, evaluating, and controlling of projects and programs, including supervision of compliance, risk management, or auditing programs.
Languages:
Very good knowledge of Spanish or Portuguese with a working knowledge of English. Knowledge of all three languages would be an asset.
Additional Information:
PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant, rental subsidy, and home leave.

Annual salary: (Net of tax)
US $56,198.00 at single rate
US $60,205.00 with primary dependants
Post Adjustment: 75.6 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
