OBJECTIVES OF THE PROGRAMME :
The mission of the External Relations, Partnerships and Resource Mobilization (ERP) Department is to mobilize political will and resources, and build strategic alliances to support achievement of hemispheric health goals and improvements in the lives of people in the Americas. ERP manages the PAHO Secretariat's diplomatic functions and supports Member States and the Director in fulfilling their mandates.
Description of duties:
Under the general supervision of the Director, External Relations, Partnerships & Resource Mobilization (ERP), and the direct supervision of the Senior Advisor, Resource Mobilization (ERP), the incumbent is responsible for, but not limited to, the following duties:

a) Support analysis of international development trends and funding frameworks to inform approaches to and engagement with funders for resource mobilization purposes;
b) Gather data and process information associated with the development, implementation and evaluation of the Organization's resource mobilization strategy and plan of action;
c) Participate in aspects of project review processes as defined by the Senior Advisor, Resource Mobilization;
d) Participate in the development of resource mobilization tools and institutional capacity building for proposal development and reporting to funders;
e) Collaborate in the development of donor relations through data gathering and analysis and research to identify new funding opportunities;
f) Participate in the development of project proposals and programs in support of the technical work of the Organization.
g) Contribute to the overall work of the Department by providing research, data analysis and intelligence that informs and supports resource mobilization and partnership approaches of Technical Departments, PWRs and ERP;
h) Develop and maintain databases to manage the proposal development process, monitor donor reporting requirements and compliance, and manage knowledge of funders'policies, priorities, cooperation frameworks and their track record with PAHO;
i) Perform other related duties, as assigned.
REQUIRED QUALIFICATIONS
Education:
A bachelor's degree in economics, public policy, business administration or related field from a recognized university.

Technical Expertise

- Knowledge of resource mobilization strategies, policy analysis and relationship development involving external partners.
- Sound judgment, strong technical, analytical, conceptual, and inter-personal and communication skills; demonstrated ability to identify, assess, analyze, synthesize and provide recommendation on key political and technical issues.
- Excellent analytical skills in performing complex analyses on a wide range of factors, including multi sectorial and multi cultural environments.
- Ability to design and manage databases;
- Ability to synthesize data and information from multiple sources and provide analytical reports for strategic decision-making.
- Ability to manage multiple tasks in a complex organizational environment to re-prioritize actions on short notice.
- Strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

IT Skills
Expert ability to effectively use a computer and utilize databases and project design and implantation software, and programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills of software programs such as Visio, Microsoft SharePoint would be an asset.
Experience:
Five years of combined national and international experience in resource mobilization, fund management, or project management; including experience in project design, monitoring, implementation, and/or evaluation of health projects.
Languages:
Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.
Additional Information:
PAHO offers an attractive compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), dependency benefits, pension plan, health insurance scheme, and 30 days annual leave. Benefits for internationally recruited staff may include travel and removal expenses on appointment and separation, assignment grant, rental subsidy, and home leave.

Annual salary: (Net of tax)
US $46,819.00 at single rate
US $49,916.00 with primary dependants
Post Adjustment: 50.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
