OBJECTIVES OF THE PROGRAMME :
UNITAID's mission aims to increase access to treatment for HIV/AIDS, TB and malaria for people in developing countries by leveraging price reductions of quality drugs and diagnostics, which currently are unaffordable for most developing countries, and to accelerate the pace at which the are made available.
Description of duties:
SUPPORT TO FINANCE TEAM (40%)

General Finance:
Manage UNITAID's share of the WHO audit sharepoint. Enter workplans into the GSM and update as needed, follow up on proper approvals. Carry out monthly review encumbrances, initiation and monitoring of follow up action. Prepare all documents related to Contributions. Monitor staff travel claims and take follow up action. Monitor timeliness and accuracy of telephone bills and take action as needed, follow up with staff who do not declare calls. Handle supplier creation rejections.

Grant Management:
Validate and input grant information into the grant management system maintained by the Operations Team. Help with scheduling and monitoring activities, maintain work status tables. Ensuring proper organization and completeness of information on shared drive. Help with updates to grant monitoring documents e.g. fiduciary assessment.

SUPPORT TO FINANCE & ACCOUNTABILITY TEAM (30%)

Support organization of general FA team meetings - draft agenda, schedule, prepare documentation and logistical arrangements, take minutes and draft meeting report. Support subteam meetings as necessary especially by drafting notes or reports as needed. Support the workplanning process in the FA Team: Help document the initial workplan as well as subsquent revisions, help with regular updates of status of actions and deliverables, prepare other related reports and notes as needed. Coordinate the preparation of the FA Team participation in the general regular UNITAID staff meeting. Keep the orientation package of FA up-to-date based on internal and external developments. Maintain various planning and tracking tools (e.g. leave and travel planning for the FA Team, list of open matters with Finance & Accountability Committe (FAC) of the UNITAID Board, with Senior Management Team (SMT), work on risk management. Process General External Services (GES) and contracts for the FA Team as well as related payments, follow up on approvals and payments. Ensure rational use and update of the FA shared drive by regular review and propose restructuring as needed.

SUPPORT TO DIRECTOR AND TECHNICAL OFFICER (30%)

Help with preparing notes, reports or presentations to SMT, FAC, or other internal or external parties (e.g. cross-functional team FA is contributing to, donor delegations) on a broad range of issues. Draft memos and announcements that are either internal to the team or will go out to the Secretariat. Support meetings in relation to the areas of work of both the Director and the Technical Officer i.e. schedule, prepare and share documentation, secure logistical arrangements, ensure participation, take minutes and draft meeting report. Support director in planning activities and monitoring progress of various issues. Serve as focal point for requests to director's office.
REQUIRED QUALIFICATIONS
Education:
Essential:
Completion of secondary school education or equivalent.

Desirable:
Training in accounting and bookkeeping.
Skills:
The incumbent maintains and updates proficiency in the use of modern office technology through of in-house courses, on-the-job training or self-training. He/she keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, the cluster and WHO, to be able to brief others and explain procedures. Demonstrated skills and proficiency in the use of computer and information technology. Expertise in the use of spreadsheet, word processing, presentation and Web-based software.

Experience:
Essential:
At least 5 years of relevant experience in finance or administrative work.

Desirable:
Relevant experience in WHO or another UN Agency. Experience in Oracle-based or other ERP systems.
Languages:
Expert knowledge of English required. Intermediate knowledge of French would be an asset.

A written test may be used for screening purposes. Other similar positions at the same level may be filled from this vacancy notice. This vacancy is published in English only. This post is subject to local recruitment and will be filled by persons recruited in the local commuting area of each office. As a WHO staff member assigned solely and exclusively to support UNITAID, selected staff will have no right of reassignment or transfer outside UNITAID either during or at the end of his/her appointment, including pursuant to WHO Staff Rule 1050. (This does not apply to WHO fixed-term staff members reassigned from a non-Partnership position).
Annual salary: (Net of tax)
CHF 75'093.- at single rate
