To provide secretarial and clerical support to the ESR unit under the responsibility of the Team Leader, Emerging Disease Surveillance and Response under the Division of Health Security and Emergencies.

The objective of the Emerging Disease Surveillance and Response (ESR) unit is the implementation of the Asia Pacific Strategy for Emerging Diseases (APSED) and the newly revised International Health Regulations (2005), pandemic influenza preparedness and planning, rapid response and containment for pandemic influenza, regional collaboration and partnerships, challenges and priorities at the WHO country levels.
Description of duties:
Under the supervision and guidance of the Team Leader, Emerging Disease Surveillance and Response (TL/ESR), the incumbent performs the following functions:

1. Screens and routes incoming mail, documents and reports to the Responsible Officer with full background information; ensures its distribution and follows up on deadlines;

2. Takes/transcribes non-technical and technical correspondence, reports, etc. from dictation, tapes and manuscripts, using word processing equipment, ensuring grammatical accuracy, conformity with procedural instructions and format; types reports, studies, including statistical tables, etc. from manuscripts using a word processing equipment;

3. Drafts correspondence on routine matters on own initiative or from brief instructions; takes notes at meetings as basis for minutes and assists in providing interpretation as and when required;

4. Applies instructions correctly (WPRO Handbook), particularly, as regards to technical unit's responsibility in initiating administrative actions relating to personnel and projects;

5. Arranges appointments for supervisor, receives visitors; places and screens telephone calls, responds to routine requests for information, and prepares briefing folders for supervisor's duty travels;

6. Maintains office records, including financial records of project expenditures, filing and reference systems on various subjects;

7. Sets up schedules of appointments for members of the team and visitors; prepares briefing folders for their duty travel;

8. Assists in searching, compiling and maintaining information relevant to the programme; maintains and updates information on the approved programme budget;

9. Provides support in the arrangements for meetings, workshops and training courses, including preparation of related folders;

10. Occasionally, replaces secretarial and clerical staff within the unit during their absence, as coordinated by the Administrative Assistant; and

11. Performs other related duties as may be required.
Equivalent to graduation from secondary school with thorough training in secretarial and clerical duties
Thorough knowledge of office procedures. Good communication and interpersonal skills. Ability to act with tact, diplomacy, discretion and respect for confidentiality. Ability to draft correspondence, summary of meetings, and notes for the record, etc.. Typing skills and ability to take dictation at required speed. Ability to discern routine from non-routine. Good computer skills and ability to adapt to various software applications. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintains a high standard of personal conduct.
Three years' experience in secretarial/clerical posts, preferably, including experience in WHO or in another international organization.
Excellent knowledge of spoken and written English.
