HQ/PSD Policy and Strategic Directions (HQ/PSD)
Policy and Strategic Directions (PSD) provides the Director-General with organization-wide advice on development and implementation of WHO's reform agenda; actively seeks input from sources of highest authority inside and outside the Organization for the development of global policies and strategy development; identifies modalities based on the policy for partnerships between WHO, Member States and non-state actors and stakeholders in public and private sectors; strengthens WHO's engagement with state and non-state institutions and other development partners; and monitors and evaluates partnering arrangements. The Reform process has three objectives; improved health outcomes, greater coherence in global health and organizational excellence (in terms of effectiveness, efficiency, responsiveness, objectivity, transparency and accountability). The Non-State Actors and Partnerships Team manages WHO engagement with non-state actors, implements the policies for interaction with the private sector and NGOs, conducts due diligence and risk assessment on WHO engagement with non-state actors, manages a WHO register for non-state actors, and organizes the process of entering and renewing the status of official relations with these entities. The Team also manages the relations with WHO-hosted partnerships by elaborating and implementing generic hosting terms as well as WHO Briefing Services.
Description of duties:
Under the guidance of the Executive Director, Director-General's Office the incumbent:
1. Leads development and oversees implementation and monitoring of policies for WHO engagement with non-state actors, and reporting to WHO governing bodies with regard to the implementation of the policies and the status of the official relations with non-state actors.
2. Leads and coordinates review of due diligence and risk assessment on WHO engagement with non-state actors.
3. Oversees development and maintenance of a WHO register for non-state actors.
4. Leads development and oversees implementation and monitoring of policies relating to health partnerships and WHO-hosted partnerships.
5. Provides guidance and support to the work of PSD, particularly in relation to strategies and policies for global health governance and reform.
Advanced university degree in public health, political science, business administration or in another related field.
Extensive knowledge of the dynamics of an international organization. Proven leadership ability, extensive knowledge and skills in international health and development. Excellent managerial expertise and ability to provide authoritative political and managerial advice. Excellent communication skills in diverse institutional and cultural settings. Diplomatic and negotiation skills.

Over 10 years of experience in public health with at least 5 years at international level.

Leadership experience in relation to non-state actors and partnerships.
Expert knowledge of English.

Intermediate knowledge of French. Intermediate knowledge of other WHO official languages.

USD 95,575 at single rate
USD 103,400 with primary dependants
Post Adjustment: 108.8 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
