a)Enhance country capacity to effectively steer and lead their health system strengthening;
b)Analyse and propose proven cost-effective service delivery models;
c)Scale-up strategies for country-wide service delivery networks based on PHC; and
d)Support inception, implementation monitoring and evaluation of Global Health Initiatives and other innovative resource mobilization processes
Description des fonctions
Under the guidance of the Program Area Coordinator of Health Policy and Services and the direct supervision of the Coordinator of the Inter-country support team, the incumbent will perform the following tasks :

1.Provide technical support to contribute to:
a)develop countries` capacities to elaborate and implement National Health policies, Health Sector Strategic Plans with focus on Primary Health Care and District Health Services in the context of Universal Health Coverage;
b)build countries` capacities in monitoring and evaluation of Health Sector Strategic Plans including joint annual reviews;
c)build capacities for policy dialogue, efficient technical interactions with the donor community and countries and, the provision of high quality technical support in the field of Health Systems and Services;
d) build capacity to engage in dialogue with stakeholders such as public and private, Faith-Based, Community Based and other Civil Society Organizations;

2.Provide technical support to enhance community participation in health service delivery and build capacities to deliver people centred health care.
3.Facilitate partnerships with Regional Working Groups, Regional Tasks Forces and Technical Advisory Groups, regional and global mechanisms such as IHP+ and HHA, working in the field of Health Systems and Services;
4.Establish effective collaboration with all priority programs through joint planning and missions in countries, with special focus on development and implementation of Health System Strengthening streams funded by GFATM, GAVI and other Global Health initiatives;
5.Consult and report to WHO's Regional relevant units that manage Health System funding streams;
6.Follow-up of country progress in the implementation of health sector reforms and provide feedback
7.Document and disseminate HSS related best practices and innovations
8.Carry out any other activities requested by the supervisors
Formation :
Essential: Advanced university degree in medicine or social sciences with post graduate training in Public Health
Desirable: Post graduate training in Social Science, Applied Statistics, Health Policy Analysis/Health Economics

Compétences :
Knowledge of the current issues and stakeholder positions in the global health policy landscape; State of the art knowledge of health district development; Proven negotiation and networking skills; Proven ability to plan, monitor & evaluate projects and programs.
Expérience :
Essential: At least 7 years of experience, partially or wholly in developing countries, in the field of public health and/or international development, spanning operational work as well as policy dialogue at national and international levels. At least 5 years working with an international Organization.

Desirable: Experience working at central level on policy development and strategic planning and at district level on strengthening district health systems including working with NGOs and donor programmes supporting districts. Experience in collaborating with sectors other than health will be an added advantage
Langues :
Excellent knowledge of French or English and good working knowledge of the other. Knowledge of Portuguese will be an asset
