OBJECTIVES OF THE PROGRAMME :
The overall objective of the programme is to support policy dialogue on national health policies, strategies and plans in Guinea for more improved and equitable health sector results.

Description of duties:
Under the direct supervision of the WHO representative in Guinea the incumbent will perform the following duties:

Support the planning process at all levels of the health sector to get more robust National Health policy and strategy with more sustainable financing strategy (this includes a clearer role of the health sector in contributing to the country Universal Health Coverage strategy;

Support strengthening of M & E mechanisms, development of a monitoring and evaluation plan for the health sector, evaluation and review mechanisms, undertaking surveys, annual or mid-term and joint annual reviews ( JAR);

Support strengthening of partnership structure, mapping of stakeholders and development of the National Health Compact;

Support implementation and monitoring of the web portal on health policy in motion ( CHPP );

Support for the establishment ' of the Guinean Health Observatory and its integration into the regional health observatory (African Health Observatory.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in medicine, public health or economics
Skills:
-Technical expertise in planning, monitoring and evaluating health systems;
-Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries;
-Demonstrated ability to analyze political contexts and interact and negotiate effectively with multiple interests at the political level;
-Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the country level, as well as with the regional, inter-country and staff at country level;
-Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing;
-Ability to plan, analyze data and design studies;
-Ability to monitor and communicate progress in terms of process and results;
-IT Proficiency.
Experience:
Essential:
-Minimum 10 years experience in policy, planning, managing or developing health systems, including at least 5 years experience at national level, and at least 5 years experience in low- or middle-income countries.
-Proven ability to interact effectively at the political level with multiple high-level stakeholders.
-Experience at the international level.

Desirable: Relevant experience in WHO, UN or other international organizations
Languages:
Excellent knowledge of French required with a good working knowledge of English.
Annual salary: (Net of tax)
USD 80 887 at single rate
USD 87 069 with primary dependants
Post Adjustment: 48 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
