To develop, manage and maintain WHO HQ facilities and buildings to provide cost effective, safe, environmentally sustainable and efficient building services.

The Project Management Officer provides a liaison between architects, engineers, contractors, other UN agencies, consultants and local authority technical representatives on issues relating to the refurbishment and development of WHO HQ facilities and buildings. He/She supports the Coordinator and Director in negotiations with local technical authorities and provides technical support in relation to refurbishment planning and implementation.

Description of duties:
1. Provide analysis and make recommendations relating to HQ refurbishment and facility development options.
2. Analyse and prepare the procurement and project adjudications relating to renovations and construction.
3. Provide detailed cost and feasibility analysis of proposed design and make recommendations for project value engineering and cost reduction.
4. Provide analysis and recommendations on final proposed design in respect of environmental sustainability, life cycle costs and compliance with UN standards norms and processes.
5. Support Coordinator ISS and Director OSS in negotiations with Host Government and through the Refurbishment Steering Committee.
6. Maintain and update the HQ Capital Master Plan and associated records, providing submissions to the Capital Investment Arbitration and Approval Committee (CIMPAV) as necessary.
7. Maintain cooperation and collaboration with other UN agencies to develop and exploit available synergies and opportunities.
University degree in a construction related field. *(For WHO staff please see e-manual III.4.1, para 220)
Good knowledge and understanding of Swiss construction codes and standards with broad construction management experience.
Proven skills in construction project and contract management.
Demonstrated ability to act independently and exercise sound judgement.
Ability to analyse problems and present options in clear, non-technical, language for senior management approval.
Ability to work closely with local authority and local contractors and officials at all levels.
Ability to work in a team and under pressure.
Good knowledge of standard IT software.

At least 5 years of experience in construction project management, including at least 2 years of which at the international level.

Previous experience with UN procurement or administration.
Expert knowledge of French.
Intermediate knowledge of English.

Annual salary: (Net of tax)
USD 56198 at single rate
USD 60205 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
