OBJECTIFS DU PROGRAMME
The overall objective of the programme is to support policy dialogue on national health policies, strategies and plans in the Republic of South Sudan for more improved and equitable health sector results
The programme aims to contribute achieving the following three specific objectives:
I.To support the development and implementation of robust national health policies, strategies and plans that aim to increase access to quality care, increase financial risk protection, and increase health equity
II.To increase technical and institution capacities, knowledge and information for health systems and services adaptation and related policy dialogue
III.To ensure that international and national stakeholders are increasingly aligned, and donors are increasingly harmonized around NHPSP.
Description des fonctions
Under the leadership and guidance of the WHO Representative Republic of South Sudan and technical backup of the HSS/HPS the incumbent will undertake the implementation of the Country roadmap by;
1.Supporting the Institutionalization of regular and comprehensive health sector performance monitoring and evaluation processes; modified Joint Annual review process; forums for dialogue on health sector performance by all stakeholders; Annual Health Sector Performance reports; etc
2.Supporting and facilitating the operationalization of the national health sector development plan at all levels; Improving State and County level planning; technical support to national and state planning departments
3.Supporting and facilitating the policy dialogue process at State and National level for updating the National Health Policy
4.Supporting dialogue on the Human Resources for Health development process; building consensus on the best approaches for promoting HRH in the medium term; development of an interim policy document HRH; etc
5.Any other activities requested by the WR that contributes to the attainment of the country roadmap.
QUALIFICATIONS REQUISES
Formation :
Essential: Advanced university degree in medicine, public health, political science or economics.
Desirable: Qualification in health planning, policy and financing
Compétences :
Technical expertise in planning, monitoring and evaluating health systems
2.Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in Countries
3.Demonstrated ability to analyze political context and interact and negotiate effectively with multiple interests at the political level
4.Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the country level, as well as with the regional, Inter Country and Staff at the Country level
5.Demonstrated ability to innovate, integrate, synergize and communicate complex and ideas verbally and in writing
6.Ability to plan, analyse data and design studies
7.Ability to monitor and communicate progress in terms of process and results
8.IT proficiency
Expérience :
Essential:
At least 10 years of working experience in policy planning managing or developing health systems including at least 5 years experience at national and at least 5 years experience in low or middle income countries.
Proven ability to interact effectively at the political level with multiple high-level stakeholders.

Desirable: Relevant experience in WHO, UN or other international organizations
Langues :
Excellent knowledge of English. Other languages relevant to the local context would be an asset.
