Director Programme Management
 Support the formulation, implementation and evaluation of national health policies, strategies and plans.
 Development and management at country level of the Organization's programme of technical cooperation.
 Harness the resources from all stakeholders to increase the access and effectiveness of high quality health care.
 Contribute to monitor policy processes and policy outcomes in the country as well as trends in health systems performance, service delivery, and their results.

Description of duties:
Purpose of the Post:

To provide technical support to WR Office in the area of Public Health and Health systems.

Organizational Context :

Under the direct supervision of the WHO Representative and general guidance of the Director Programme Management, the incumbent will work as a WHO country team member to provide technical support for the Health Sector in Morocco.

He/she should make independent decisions about strategic and technical matters related to coordination and collaboration with MOH and other stakeholders in public health and health systems area.

Summary of Assigned Duties:

The incumbent will perform the following duties:

1. To liaise and correspond with national authorities to ensure development, implementation and monitoring and evaluation of the joint Morocco/WHO action plan.
2. To review requests made by national authorities to implement planned activities in the joint action plan.
3. To provide advice and technical guidance to the national health programmes supported by WHO.
4. To participate in task forces, thematic groups and other similar forums serving WHO technical support to the country.
5. To coordinate fund raising efforts with foundations, NGOs and international institutions in order to foster partnership between WHO and these organizations and institutions as well as to reinforce technical cooperation at the country level.
6. To review different project proposals submitted to WHO including research proposals and provide advice to WR on the best course of action.
7. To manage the planning, implementation, assessment and reporting of activities included in the work plans of WHO-supported programmes, in selected areas of health systems and public health.
8. To prepare and review technical reports for the WHO Representative as well as presentations to national and inter-country workshops, training activities and meetings in the country.
9. To organize and facilitate workshops and meetings in the context of health systems and public health.
Essential: University Degree in Medicine or any health related field.

Desirable: Post graduate degree in Public Health, Health Systems development or Health Economics.

Functional skills and knowledge:

Demonstrated ability to assess, plan, coordinate and monitor related activities.
Sound knowledge of public health issues.
Ability to establish and maintain effective working relationships with national counterparts and country office staff at all levels.
Ability to work under pressure.

Other Skills: Proficiency in MS Office.
Essential: At least five years of relevant experience in the field of Public Health at the national level.

Desirable: Working experience with WHO or UN Agencies.

Excellent knowledge of French and Arabic. Good working knowledge of English is an asset.
