The Department, Human Resources Management (HRD) is responsible for providing a sound, well managed, responsive and efficient organization-wide Human Resources Management strategy and global HR advisory services which support the work of WHO and its Member States, encompassing, but not limited to: HR Policy Development, Organizational Design and Job Classification, Talent Management (including Succession Planning, Global staffing, Career Development and Training, Rotation and Mobility), application of the UN Common system's Compensation and Benefits, HR Legal Advisory Services, Administration of Justice, Global Staff/Management relations, representation of WHO in inter-agency UN Common System HR initiatives.
Description of duties:
The incumbent will work under the overall guidance of the Director, HRD, and in close relation with the Coordinators of the Department, with Director, Staff Health and Wellbeing Services (SHW) and the office of the Assistant Director-General/General Management (ADG/GMG).

1. Assist the Director, HRD in planning his / her daily duties, and support to HRD Acting Director in discharging their responsibilities.
Represent Director, HRD: planning, coordination, prioritization and managing of HRD tasks, being primarily responsible for the follow-up of Director HRD's work plan, including assistance to Director, HRD in planning of the work programme for the Department.
Facilitate HRD's overall work plan implementation, dealing directly with Directors / Team members of other departments, ADG/GMG's Office or Director-General's Office as needed.
Prepare initial HRD drafts of papers and assist the Director, HRD to coordinate remaining input; reviews all relevant incoming communication and documentation.
Identify problems and issues to be addressed; draft substantive responses for Director HRD's review.
Prepare coordination meetings on behalf of Director, HRD, including ensuring participation and active follow-up, attendance to meetings, taking notes and drafting subsequent minutes.
Manage HRD related projects independently, upon request / approval of Director in the interest of HRD.
Report to Director, HRD, on the implementation and outcomes of the projects.

2. Follow-up and coordination of HRD's work:
Serve as HRD focal point for Internal and External audit requests, as well as the Joint Inspection Unit (JIU).
In cases of assignments of cross-units and/or cross-departmental nature, ensure that feedback from departments/units is received in a timely manner, including through close coordination with designated officers in the department of Finance (FNM), the Office of the Legal Counsel (LEG), the Compliance and Risk Management and Ethics (CRE), the Office of Internal Oversight Services (IOS), the Office of the Assistant Director-General (GMA) or the Office of the Director-General (DGO).
Liaise with staff from other departments to ensure timely provision of information and action for the planning of new activities, prepare necessary documents and treat questions of a coordination and administrative nature on behalf of Director, HRD.

3. Coordinate administrative and management issues:
In coordination with the relevant units of HRD, carry out financial liaison functions relating to HRD, including preparation of the departmental proposed work plans, and providing regular updates on the work of ADG/GMG's Office.
Make recommendations to the Director on administrative and management issues, including preparing the HRD work plans, budget, mid-term reviews and implementation reports based on Global Management System (GSM).
Constantly monitor HRD budget, ensuring that funding is available and implemented as per approved work plans.
In close coordination with responsible Officers, prepare reports to donors as needed.
In close cooperation with LEG, DGO, FNM and other Clusters / Regional Offices concerned, ensure that settlements of the Headquarters Board of Appeal Secretariat (HBA) and International Labour Organization Administrative Tribunal (ILOAT) cases are implemented in a timely manner; monitoring and reporting on the payments regularly, based on needs and requests of the different stakeholders.
Provide guidance to HRD staff in procurement or travel related issues, ensuring that relevant rules and regulations are applied, and preparing Standard Operating Procedures (SOP) if needed.
Manage HRD Staffing plan, responding to the needs of the respective teams, and in the respect of relevant rules and regulations, including recruitment, preparation of staff contracts, internships, as well as coordination of training and briefing for the department staff.
Focal point for Leave and PMDSs of the departmental staff.
Serve as focal point for the Department's office space, IT devices.
University degree in HR Management, Public or Business Administration, Management, or related field.

Formal certification in project management.
Very good knowledge of budget planning and management.
Ability to organize and implement work plans that require intervention of various stakeholders.
Analytical skills and ability to present information in a clear and logical manner.
Good interpersonal, communication and presentation skills.
High degree of discretion and confidentiality.

Other skills:
Computer literacy and experience with ERP systems.

Relevant and progressively responsible experience of at least 5 years in HR and project management, including experience with the UN common system, preferably WHO.

USD 56198 at single rate
USD 60205 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
