The objective of the department of Operational Support and Services (OSS) is to ensure high quality, consistent and responsive managerial and administrative services to all programmes and staff in headquarters, and global policies relevant for all regions of WHO. To promote an efficient and collaborative customer-oriented working environment to achieve results.
The Infrastructure Support Services comprise of the following sub units Asset management, Space management, Building Services, special construction and renovations, premises security.
Description of duties:
1. Ensure the overall administrative management and effectiveness of facility services, including technical installations, through the close oversight and management of facility services providers.

2. Evaluate trends in facilities management to ensure WHO benefits from technological and intellectual developments that would satisfy the Organization s requirements.

3. The provision of administrative and technical advice and guidance to Regional and other Offices in particular in the area of assigned responsibilities. Serve as a point of contact with Regional Offices in inventory, asset management and other areas where global data is required for IPSAS.

4. Keeping under review the overall buildings Health and Safety standards in HQ especially in compliance with local and international standards.

5. Plan and coordinate the implementation of construction and renovation projects.

6. Formulation of the budget for the unit and implementation of all planned activities. Adjust and address the priorities as and when necessary, in collaboration with other OSS units as well as within GMG.

7. Establish and enforce work methods and procedures and ensure consistency of approach with regard to guidelines and standards.

8. Represent the Department and WHO at Inter Agency meetings.

9. Related duties as required.
Advanced level degree from a university of recognized standing, preferably with specialization in Engineering construction or related.

Specialization in business or public administration or a related field.
Specialized facilities management related studies would be an asset.
Thorough knowledge of different facets of facilities management and construction and building maintenance, logistics support, including the functioning of international administration services and conferences. Proven ability in contract negotiations for purchase of goods and services.
Supervisory and managerial ability with large numbers of staff.
Excellent inter-personal, people management and communication skills, ability to manage significant and diversified financial, human and physical resources.

Other skills:
Computer literacy word processing, spreadsheet and presentation software, Excel, GSM.

Substantial experience of at least 10 years in construction renovation and building management, as well as administrative services, of which at least 5 years at the international level.
Experience in staff management, budgetary and financial control.
Expert knowledge of English or French and intermediate knowledge of the other.
