OBJECTIVES OF THE PROGRAMME :
- Assist in the harmonization of national regional and international efforts by setting up norms and standards and promoting strategies to ensure quality, safety and efficient management of blood transfusion services through planning, collaboration, coordination and implementation of WHO's technical cooperation and operational support to country programmes.
- Promote comprehensive policies and programmes for blood safety and safe injections with appropriate commitment and support of national authorities and collaboration with relevant organizations working in this field and finally contribute strengthening national health system
- Advocate and raise awareness for blood and injection safety in Member States.

Description of duties:
- To develop and promote policies, strategies and strategic frameworks that help Member States implement efficient, reliable and sustainable national blood transfusion programmes and safe injection practices in health care settings;
- To coordinate blood safety and injection safety alliances and projects providing meetings with the combination of visible innovation and sound technical advice that strengthen collaboration while enhancing the partnership and the organization's reputation for leadership in blood safety and injection safely
- To ensure technical leader leadership in the organization of blood safety and injection safety activities, expanding and ensuring that all related programmation issues, research and training are adapted to countries need.
- To coordinate the creation and management of regional database o blood safety and injection safety in order to evaluate progress made, identify gaps and propose solutions to improve the quality of services delivered
- Support the implementation of WHO resolutions pertaining to blood and injection safety.


REQUIRED QUALIFICATIONS
Education:
Essential: University degree in medicine, pharmacy or equivalent, followed by post-graduate qualification in haematology and clinical laboratory.
Desirable: Clinical immunology, bacteriology, virology and parasitology

Skills:
An ability to plan, organize, coordinate and implement BLS programme as relevant responses to identify country health needs: ability to develop norms and standards of good practices and appropriate use of blood and blood products; ability to coordinate the monitoring and evaluation of the programme implementation in countries; ability to put in place effective reporting mechanisms/systems; ability to assist in resource mobilization and to train human resources for BLS programme according to expressed needs. Ability to work in a multi-cultural environment.

computer literacy and ability to effectively use a variety of soft wares.

Experience:
Essential: 7 years of practical experience at national and international levels in the management of blood transfusion services.

Desirable: Experience in policy formulation and quality management. Experience with WHO would be an asset

Languages:
Excellent knowledge of French or English and a good working knowledge of the other. Working knowledge of Portuguese would be an asset.

Annual salary: (Net of tax)
USD 67611 at single rate
USD 72605 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
