The purpose of the Donor and Partner Engagement Unit (DPE) as part of External Relations and Communications Service (ERC) is to (a) provide staff with tailored support so as to make the process of seeking voluntary contributions as efficient as possible (b) actively reach out to donors and partners to strengthen relationship between organizations.

The Office of the Regional Director (RDO) provides leadership, strengthens governance and fosters partnership and collaboration with countries, the United Nations system and other partners/stakeholders in order to fulfil the mandate of WHO in advancing the global health agenda within the Western Pacific Region.
Description of duties:
Under the general direction and supervision of the Executive Officer/RDO and Coordinator/ERC, the incumbent is responsible for the following functions:

1. Supporting effective communications between WHO/WPR and our donor/partner community:
a. Builds and maintains donor/partner intelligence through:
- Researching and updating donor and partner profiles;
- Preparing a monthly Donor News document for the Region;
- Takes a lead in coordinating specialist Donor Interest Groups focusing on key donors and donor groups
- Preparing bi-monthly newsletter to donors and partners;
b. Consolidates and prepares reports on what WHO has achieved for public broadcast and specialist donor/partner reporting;
c. Ensuring formal reports are provided to donors in a timely manner and working with technical units to improve the quality of the reports;

2. Strengthens core donor/partner base by:
- Developing and engaging in strategic approaches to donors/partners including the development and implementation of (a) regional donor engagement strategy (b) regional partner engagement strategy (c) regional corporate sector engagement strategy;
- Exploring potential support among new donors including corporate sector
- Preparing an annual report that analyses WHO/WPR and our donor/partner/NGO interactions and makes recommendations to the Regional Director on areas for strengthening and areas for repositioning of the organization

3. Provision of protocol and information analysis support to Regional Director's Office:
- Accesses and analyses information including technical, political and policy information required to support the strategic work of the Regional Director;
- Acts as Protocol Officer and takes a lead on managing high level visits to WPRO and with the Regional Director;
- As Protocol Officer manages NGO interactions and other protocol related issues at Governing Bodies meetings and in other ministerial level forums as needed;
- Provides technical support on external relations and donor/partner engagement to the bi-monthly Technical Team Leaders' Meetings;

4. Accomplishes any other duties according to the instructions of EO/RD
University degree in public administration, business administration or other relevant social sciences, or equivalent professional training/self study.
1. Able to research, classify, analyse and sift large amounts of information in a short time in order to report on what is relevant, necessary and pertinent.
2. Able to think strategically and help the organization position itself in the most effective manner.
3. Possesses excellent diplomacy, tact and negotiating capacity. Experienced in organizing high level events and good awareness of protocol issues.
4. Has a thorough working knowledge of essential WHO systems, procedures, policies, and structure.
5. Has excellent communication skills with the ability to work well with, and positively relate to, people at all levels and from all backgrounds and orientations.
6. Able to work independently, and to take initiative quickly.
7. Ability to maintain the standard of conduct of an international civil servant and to work harmoniously as a member of an international team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
8. Skills in using Microsoft Office software (with high proficiency in MS Excel in particular) and other computer applications.

Five years' experience in administration in a national and/or international organization with analytical and communications responsibilities.
Written and spoken fluency in English. Working knowledge of French an advantage.

Annual salary: (Net of tax)
USD 56 198 at single rate
USD 60 205 with primary dependants
Post Adjustment: 59.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
