OBJECTIVES OF THE PROGRAMME :
To provide support services to various budget centres through the establishment, maintenance and reporting of the financial and budget transactions under the supervision of the Budget Officer and Budget and Finance Officer.
Description of duties:
Under the supervision and guidance of the Budget Officer (NPO), the incumbent performs the following functions:

1. Process award distribution, workplan funding requests of assigned budget centre/s.

2. Act as the focal point in Human Resource (HR) and Oracle Labour Distribution (OLD) monitoring for assigned budget centres.

3. Review and analyse resources and implementation of the assigned budget centre/s periodically.

4. Prepares journal vouchers, general ledger transfers and process expenditure batches.

5. Assist regional and country office staff from assigned budget centre/s on Global Management System (GSM) related matters including but not limited to tracing of voluntary contributions, planned cost and award budget revisions, validation rules failures, reconciliation of awards, encumbrances and expenditures and other issues. Analyse and recommend specific actions to take in addressing the staff concerns.

6. Review donor agreements and project financial implementation reports for submission to donors/partners in accordance with WHO policies and procedures for assigned budget centres.

7. Assist in the preparation of budgetary/financial reports and briefing materials for RCM, ad-hoc budgetary statements required by the management, Headquarters and outside agencies.

8. Review budget estimates for meetings and group educational activities submitted by the budget centre/s.

9. Review requests, correspondence and other documents that require budgetary clearance.

10. Draft correspondence related to above duties.

11. Perform other related duties as maybe required.
REQUIRED QUALIFICATIONS
Education:
Equivalent to graduation from secondary school with training in Business Administration or Commerce and/or budget/accounting or financial management. University degree in business administration or commerce with specialization in budget/accounting or financial management is desirable. Professional qualification or licensure in accountancy, such as Certified Public Accountant is an advantage.
Skills:
Thorough (or ability to acquire) knowledge of WHO budget and finance rules and regulations, Manual provisions, accounting systems including Oracle, administrative rules and procedures, good computer skills and adapt to various software applications, i.e. excel, powerpoint, etc., ability to draft correspondence, and to analyse and interpret source documents and data. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
Experience:
Six years of progressive budget and accounting experience, preferably in a large organization.
Languages:
Excellent knowledge of spoken and written English.

PhP 589 074 at single rate
