The mission of the WHO Regional Office for Europe is to support Member States in: (i) developing and sustaining their own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

The WHO Country Office supports the Member State to shape its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system and provides technical support as necessary.

The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed.

Purpose of the Post:
The purpose of the post is to actively support the country work and Biennial Collaborative Agreement (BCA) through the implementation of the core and project related activities - including preparatory processes and gathering background information from country, supporting missions and other means to deliver results, follow-up on agreements, changes and developments and actively participate in WHO related country level activities.
Description of duties:
  1. Support the implementation of WHO activities with a special focus on using the Health 2020 framework and approaches. This includes providing support to the Ministry of Health and other sectors in activities which include developing, implementing and evaluating National Policies and Strategies that help to improve health system performance, inter-sectoral action for health and wellbeing with the involvement of stakeholders and actors at national, sub-national and sub-regional level.
  2. Provide technical assistance at country level on priority issues such as: strengthening Health Systems, public health functions, emergency preparedness, surveillance and response; implementation of strategies and interventions to address the health burden of communicable, the environment and non-communicable diseases across the life-course.
  3. Provide support in the application of tools and guidelines for the improvement of health information and collation of information, data analysis, and preparation of regular and timely briefings, reports, or situation analysis. Support for the implementation of the activities of the Evidence-informed Policy Network (EVIPNet) at the national level.
  4. Assist the Head of Country office in all managerial, administrative and liaison activities with the Regional Office and support the effective implementation of all WHO activities in the country as elaborated in the BCA, CCS or other WHO action plans.
  5. Assist and contribute to promoting partnerships in the country with relevant health stakeholders, and contribute to certifying the correct high technical quality, policy relevant and timely implementation of all tasks and activities carried out under the donor financed initiatives or in agreed partnerships at country level.
  6. Link with institutions, associations and non governmental agencies and scientific bodies, for exchange of information, coordination of activities and implementation of sector wide approaches.
  7. Assist in preparations of missions to the country and support consultants in country or on missions to neighbouring member states.
Essential: University degree in medicine, public health, social and political sciencies or economics.
Desirable: Master or postgraduate training in Public Health or other relevant areas. Project management certification.
Functional Skills and Knowledge:
Analytical skills and demontrated knowledge on how to perform health system analysis.
Proficiency in standard computer applications: e.g. electronic communication, database searches and management, word processing, spreadsheets, presentation and planning software.

Essential: Minimum three years of national professional experience in project management in the fields of public health, health systems and/or international development.
Desirable: Experience to work with(in) international organizations to deliver sound policy advice and support to the Member State.
Essential: Excellent knowledge of English and local language.
Desirable: Working knowledge of another WHO/EURO official language.
