OBJECTIVES OF THE PROGRAMME :
The objective of the Accounts and Awards (ACT) unit is to organize, maintain and apply best practices in financial management within a sound internal control framework. ACT also provides effective and efficient financial and administrative support across the Organization in accordance with applicable financial regulations, financial rules and resolutions with relevant financial reporting at all levels, both internally and externally in support of WHO's leadership role in international health.
Description of duties:
The incumbent reports to the P4 Country Support Finance Officer who in turn reports to the Head, Expenditure Analysis and Control sub-unit.

Duties related to Imprest work are:
- Track Imprest reconciliations on a monthly basis and follow up on any deviations from established policies;
- produce and distribute monthly statistics of Imprest reconciliations, ceilings and other, and monitor and follow up with appropriate colleagues as required;
- monitor imprest expenditures to ensure that transactions comply with policy;
- prepare the quarterly Imprest Monitoring Report;
- follow up with Regions and Country Offices on eImprest related issues; propose improved procedures and eManual updates;
- develop standard training materials and provide training on eImprest as needed; and
- update the ACT website for imprest-related materials and information.

The incumbent will also assist in the preparation of Country Office (CO) visits including the preparation of a CO visit checklist;
- participate in CO visits to selected country offices to assist in monthly reconciliations, reviewing and setting up procedures;
- assist COs and Budget Finance Officers in audit-related issues and responses.

Lastly, the incumbent will deal with other issues such as assisting in the monthly reconciliation of accounts and the preparation of expenditure reports as requested by supervisors; assisting in the review of Direct Financial Cooperation and Direct Implementation expenditure activities and the associated quarterly reporting, monitoring, follow-up and support; and serving as back-up support for other staff in the Expenditure Analysis and Control team.

Other tasks as required.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in either Accounting, Financial Management, Business Administration or closely related fields.

Desirable:
Professional accounting certification such as CPA or CA; Advanced University degree desirable.
Skills:
Ability to work with a global network of finance professionals is essential as well as the ability to analyse and solve problems in a diligent and effective way.

Other skills:
Advanced Excel and Oracle knowledge is essential to this position.

Experience:
Essential:
At least 5 years of experience in Finance or Accounting related fields with previous experience of ERP systems.
The incumbent must have a comprehensive knowledge of principles and practices of international accounting and financial management, as well as knowing International Public Sector Accounting Standards (IPSAS).


Desirable:
Knowledge of the United Nations system and previous working experience in international organizations.
Languages:
Expert knowledge of English required. Intermediate knowledge of French an asset.

USD 56198 at single rate
USD 60205 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
