AF/AFM Accounts and Finance Management
The general objectives of the Accounts and Finance Management are to provide effective budget and finance support services to WHO programmes and administration as well as support the management of financial assets of the organisation in the African Region in compliance with organisation-wide policies and procedures.

Description of duties:
Under the Direct Supervision of the General Management Director and of the Regional Director, the incumbent will:-

1. Provide leadership in capacity building and strengthening internal communications and networking among staff working in budget and finance in the region for a better understanding of processes, procedures and tools and for increasing productivity, ensuring application and compliance with organisation-wide financial policies and standard procedures;
2. Keep abreast of WHO budgeting and financial management policies and procedures and ensure that these are implemented in the region including ensuring cost effectiveness and also issues that affect United Nations Organisations and Specialised agencies to guide the organisation's processes and decisions in the region accordingly;
3. Provide expert advice and guidance in the budgeting process of programme budget development and operational planning, monitor financial implementation and accountability performance of organisational entities in the region, advise management on budget and finance related decisions;
4. Coordinate the preparation (including costing) of the region wide administrative budget and ensure effective monitoring and management of the same.
5. Lead a team of professionals and general service staff to provide region-wide support to technical programmes and administration in the management of income/awards and recording of expenditures, disbursements, bank reconciliations and financial reporting;
6. Design innovative operational approaches adapted to the context of the Region implement financial controls and systems, internal oversight, and staff capacity building.

Essential: Advanced university degree at the level of Masters or equivalent in Accountancy, Business Administration, Management, Financial Management, Public Administration/Budgeting and Finance or similar specialisations from an internationally recognised university or institution offering post graduate education.

Desirable: Certified Professional Accountant or Auditor with experience in the United Nations System.

Leadership and managerial skills to lead a large team of professional and general staff, both on site and co-located across the region; excellent knowledge of planning, budgeting, financial implementation and reporting processes; experience managing high volumes of financial information and using Enterprise Resource Planning applications; Advanced knowledge of Microsoft Suite of Applications for budget and finance management purposes; ability to work under stress, diagnose difficult situations and propose alternative workable solutions. An ability to prepare and explain budget and financial reports to non-financial managers. Expert knowledge of Microsoft Office suite of applications (e.g. Excel, Access, MS Word, PowerPoint) used for managers to analyse and produce information in the relevant areas.
Essential: 10 years of progressively professional experience in the United Nations System or other international organisation; 5 years professional experience in the area of budget and finance or programme management.

Desirable: Experience within World Health Organization; usage of enterprise resource planning (ERP) for budget and finance management

Excellent knowledge English or French and working knowledge of the other.

Annual salary: (Net of tax)
US$ 95,394 at single rate
US$ 103,204 with primary dependants
Post Adjustment: 65.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
