Human Resources Services Unit (HRS)
The objective of the Human Resources Services unit (HRS) in the Eastern Mediterranean Regional Office (EMRO) is to ensure that competent and motivated workforce is available to deliver programme activities in accordance with the WHO global mission. This is achieved through provision of sound advice to the management, HR planning, job design and classification, recruitment and selection, administration of contracts, staff on-boarding, development and learning, performance management, career and mobility management, and management to staff relations.
Description of duties:
- Review the current organogram for a number of technical and administrative units within the Regional Office.
- Develop a proposal on a new structure based on operational requirements.
- Analyze workload and task distribution using various methods including samples of work.
- Develop Post Descriptions when necessary, advising on applicability of available Generics and developing new Generic Post Descriptions where possible.
- Provide provisional classification using ICSC standards and using, for example, desk audits and interviews with managers and staff.

The required deliverables are:
- Comprehensive report on the rationale and justification for the proposed Organizational Design and Presentation of proposal (PowerPoint)
- New Organograms
- Post Descriptions, as required, with proposed classification level.
Master's degree in Business or Public Administration, HR Management or other relevant degree.
- Thorough knowledge of human resources management principles and practices in a multicultural environment;
- Solid knowledge of the principles of job classification and design;
- Ability to structure and articulate complex human resources issues;
- Ability to work both independently and in a team setting;
- High sense of responsibility and strong organizational skills;
- Ability to work under pressure with conflicting priorities;
- Strong client focus;
- Excellent interpersonal, communication and negotiation skills.

Other Skills: Computer literacy (Word, Excel, Power point, etc).
At least 7 years of relevant experience.
Excellent knowledge of English language
Additional Information:
Remuneration subject to negotiation in accordance with WHO guidelines for procurement of services.

Contract may be extended if required and funds are available.
