Purpose of the Post:
The incumbent will be responsible for managing the budget for strategic programme of EMRO, including policy that underpins its development, preparation, implementation, control and revision, monitoring and reporting. Participates in the preparation of policy and business rules and in the control, quality assurance, analysis and evaluation of WHO's programme and results-based management framework. Acts as a focal point on programme planning, implementation, evaluation and monitoring of WHO collaborative programmes at regional and country levels.

Objectives of the Programme:
Programme Planning and Country Support (PCS) Team's objective is to support the enhancement of capabilities for prioritization, efficiency, transparency and accountability as well as innovation and better resource coordination in the Regional and Country Offices. It is composed of two Units: Planning, Budget, Monitoring and Evaluation (PME), which operates in result-based environment, and Country Focus Support (CFS), which provides assistance and enhancement to country presence through implementation of the country focus policy.
Description of duties:
Organizational Context:

Under the overall guidance and supervision of Coordinator/ PCS Team, the Regional Advisor leads the PME Unit and provides expert advice to senior management in the area of programme management, budgeting, budget implementation, related policies, frameworks and systems of the Organization. Result Based Management Framework and tools available at the global level serve as guidelines. Incumbent is required to develop regional guidelines in his/her area of work. Incumbent decides on the use of appropriate source of funds and budget approval to meet the needs based on the recommendation of senior management. Contacts outside the Organization include external partners i.e. UN Agencies, Donors, Ministries of Health etc. for all subjects related to WHO programme management. Contacts within the Organization include WHO Representatives, Directors in the Regional Office, WHO Planning network, and involve coordination of activities and guidance on areas related to planning, monitoring and evaluation.

Summary of Assigned Duties:

The incumbent will perform the following duties:

Policy development:

 Develop regional strategy, policies and tools for all aspects of programme and budget management, including innovative tools and controls as required;
 Formulate guidelines on development of biennial work plans and conducts JPRM at country level;
 Review and analyze resolutions/decisions and directives of the World Health Assembly, Executive Board and other executive bodies related to programme budget and strategic planning for their regional implications;
 Develop criteria for budget allocations and management including preparing implication and implementation scenarios;

Programme and Budget management

 Act as EMRO focal point for all budget issues and in this capacity liaise with Country Offices and Departments on budget development and analysis.
 Monitor budget implementation and use of funds, report on risks in budget implementation, ensure priorities and gaps are timely addressed.
 Review requests for budget revision, analyze implications and recommend actions to be taken; Programme implementation.
 Advise Budget Centers on programme and plan of action formulation in the context of General Programme of Work as well as on development of performance indicators;
 Liaise with respective focal points in the Region, WHO Global Planning network and external partners (UN Agencies, Donors, MOH etc.) to ensure successful programme planning, implementation, monitoring, evaluation and reporting.
 Contribute to the development of methodologies and tools for monitoring and evaluation, in line with the WHO policies and standards and Advise and provide technical support to Country Offices on monitoring and evaluation frameworks and processes.
 Contribute to the development and adaptation of RBM tools and guidance as well as training materials and manuals in monitoring and support their use for capacity development of partner institutions and WHO staff in the region.
University degree in Business, or Public Administration, Finance, Accounting, Budgeting or related area and Master's degree in any of the above.

Certification in project/programme management, training in result-based management approach, degree in Public Health Administration.

Functional Skills and Knowledge:
Thorough knowledge of principles and practices of programme budgeting, programme development and management in a Results-Based Management environment. Proven analytical skills and ability to formulate policies and guidelines. Proven negotiation skills in multinational context. Ability to plan and monitor his/her own work and that of others.

Other Skills:
Knowledge of IT tools in the area of financial analysis, budget and programme monitoring, spread sheets and ERP.
At least ten years of relevant experience combined at the national and international levels in the areas of programme management, budgeting and related policy development, out of which three years in result-based management environment. Experience in budget and financial analysis is mandatory.

Experience in UN or any other international organization in programme management in health related areas. Experience in training and user support in the field of result based management.
Excellent spoken and written English. Knowledge of French or/and Arabic would be an asset.

US$87069 with primary dependants
Post Adjustment: 39.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
