OBJECTIVES OF THE PROGRAMME :
The Department of Finance ensures that the financial management framework provides the required financial controls, reporting systems and procedures to meet the Organization's needs. It is therefore responsible for WHO's accounting policy and systems, corporate accounting, financial reporting, income and expenditure, donor accounting and reporting and treasury management policies.
The Department of Finance has also the responsibility for insurance and pension services including administration of operations and risk management relating to staff and other financial risks.
Description of duties:
Under the general supervision of Head, SHI, the incumbent is mainly responsible for:
1) the financial administration of the Staff Health Insurance of staff on Leave Without Pay (LWOP); extensions of SHI coverage upon termination and specific cases such as SMAs in so far as collection of contributions; as well as pre-retirement calculation in order to verify if staff are eligible for coverage in SHI on separation from the Organization.
In particular Premium collection, specifially:
(a) Pre-retirement : when appropriate, calculates and bills lump sum due for continued participation of dependants; verifies pension amounts, years of service and premium rate on which contributions are calculated:
(b) Leave Without Pay, extensions of insurance coverage upon termination and specific cases : calculates and bills contributions due from staff who opt to continue/extend insurance coverage during LWOP/extension/etc; controls payments, reconciles GL entries and follows up on unpaid contributions; controls and blocks participation at the end of insurance coverage period, when applicable, in order to avoid inappropriate reimbursement of medical claims.
Accounting: journalizes all accounting transactions related to LWOP and extensions contributions; reconciles accounts at year-end; monitors and controls the relevant accounts throughout the year. Communication with staff: prepares correspondence in English and French to staff; receives active staff and former staff and answers any queries regarding after-service participation.
Communication with Regional Offices: requests information on staff from their regions when necessary; drafts correspondence advising the regional offices on action to be taken regarding collection of contributions.
Blocks the file when necessary to ensure that claims are not reimbursed to an uninsured participant.
2) Focal Point for SHI banking questions: Maintains bank account records for retirees and ensures that reimbursements are made by the most efficient means.
Liaises with Treasury and Risk Management
(TSY), Global Service Centre (GSC), colleagues in SHI and regional offices regarding problems with payment of reimbursements with a view to resolving for future payments.
3) Focal Point for Intranet and e-manual information and SHI rules.
Maintains and updates SHI Intranet and e-manual pages to ensure accurate information is available to all staff.
Keeps up to date with SHI policy changes, and ensures that the necessary documents are updated and staff informed through the appropriate means.
Prepares direct communications/information to staff.
Prepares/designs information newsletters and/or leaflets.
4) Focal point for reimbursement of medical expenses for service-incurred accident or illness.
Other duties: Supports other G.6 Administrative Assistant in the team in all areas of his/her work when absent.
Performs other duties within the SHI team as and when required.
REQUIRED QUALIFICATIONS
Education:
Essential:
Completion of secondary school education or equivalent.

Desirable:
Higher education an advantage.
Skills:
The incumbent controls an ever increasing workload by revising priorities often on a daily basis and often several times a day.
The incumbent uses mature judgement when responding to unusual requests, courtesy when redirecting callers and diplomacy when dealing with sensitive claims and drawing attention to staff on specific insurance rules.
Incumbent ensures queries are dealt with in absolute confidentiality.

Essential:
A minimum of 8 years administrative experience, including experience in an insurance environment.

Desirable:
Multi-country network insurance experience an asset.
In-depth knowledge of : SHI rules, staff rules, financial regulations of WHO.
Languages:
Expert knowledge of French and English required.
Additional Information:
