OBJECTIVES OF THE PROGRAMME :
Within the HIV, TB, Malaria and Neglected Tropical Diseases (HTM) Cluster, the objectives of the Department of Control of Neglected Tropical Diseases (NTD) are to reduce the negative impact of endemic tropical diseases on health and on the social and economic wellbeing of all people world-wide: to reduce morbidity, mortality and disability through the prevention, control and where applicable, eradication or elimination of selected endemic tropical diseases using, where possible, a synergic approach, through the formulation and implementation of evidence-based strategies; provision of technical support to Regions and countries; capacity building; and involvement of relevant partners for implementation; formulation of integrated disease-control strategies, including integrated case management and vector control.
Description of duties:
In relation to preventive chemotherapy NTD medicines:
1. Implement all activities, where applicable, as per Procurement and Supply Standard Operating Procedures (SOPs) and Key Performance Indicators (KPIs);
2. Support the Programme Manager in developing an effective procurement process for NTD medicines, stimulating industry engagement in production, promoting registration, tracking progress against key procurement milestones, assessing and reporting on impact and activity indicators;
3. Place orders for non donated NTD medicines funded by approved projects/programmes (using donor or national funds);
4. Monitor contractual relations and activities with contracted procurement agents; monitor performance of contracted procurement agents and manufacturers; monitor online Order Management System inputs of procurement and supply partners to ensure that they are up-to-date and complete;
5. Assist the Programme Manager with the development of forecasts on country demand for internal and external stakeholders and partners;
6. Assist the Programme Manager in coordinating with the NTD stakeholders on harmonized forecasting, reporting and quality control procedures;
7. Collect, collate and analyse reports including stock position reports from suppliers and agents;
8. Provide procurement related data for donor reports and internal reports;
9. Participate in meetings of the Procurement team, NTD secretariat and meetings with partners internal and external to WHO.
REQUIRED QUALIFICATIONS
Education:
Essential:
University degree in management, logistics, business administration, international relations, preferably if related to the health sector. *For WHO staff please see e-manual III.4.1, para 220.

Desirable:
Advanced university degree in public health / management; training in procurement of pharmaceuticals.
Skills:
Excellent planning and organizational skills, attention to detail, understanding of logistics, ability to multi-task, ability to work effectively under pressure and meet deadlines, cultural sensitivity, integrity. Proficient in Microsoft Excel and general computer literacy.

Experience:
Essential:
At least 5 years work experience in international development, preferably related to public health. Experience in working effectively with various organizations such as UN agencies, donor agencies, national governments, NGOs and private sector companies.

Desirable:
Work experience in developing countries.
Languages:
Expert knowledge of English required. Intermediate knowledge of French would be an asset.

Annual salary: (Net of tax)
USD 56'091 at single rate
USD 60'091 with primary dependants
Post Adjustment: 103.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
